The new request to management system reform in state-owned forest region was put forward in time of rapid development of market economy, and the management system in state-owned forest region must be adjusted according to the economic, social and environmental changes. The performance comparison among the patterns of management system reform in state-owned forest region was conducive to drawing up effective reform policy and business strategy, promoting sustainable development and rising of strategic emerging industry in the state-owned forest region.In this paper, on the condition of natural resources and social economic, and on the base of forestry economics and institutional economics, through the massive literature research and field investigation, the management system reform in Daxing’anling and Xiaoxing’anling state-owned forest region was studied by qualitative and quantitative analysis to evaluate economic performance of the management system reform among Daxing’anling and Xiaoxing’anling state-owned forest region and Jilin state-owned forest region by factor analysis, to optimize the patterns of management system reform, and the conclusions were as follows:(1) Through study on status of the management system reform in Daxing’anling and Xiaoxing’anling state-owned forest region, Forestry Management Bureau embodied the feature of "strips" and "block" combination in the management system. It was among forestry management, local government, and forestry enterprises, sharing management rights with regional administrative institutions not affected by legal and regulatory constraints. Under the "strips" and "block" combination in the management system, there was overlap with organization and function, not high on the management specialization degree, low efficiency, not clear responsibilities between enterprises and local, not bright about interest, regardless of forestry property rights between enterprises and departments.(2) Through qualitative comparison on forestry management system reform in the three provinces (autonomous region), the existence of multiple mode of "strips" and "block" combination was proposed. In Heilongjiang province, characteristic of forestry management system was "local and state division" under the provincial government, that local forest was managed by Forestry Department, and state-owned forest region was managed by forestry administration, which was the most complex; In Jilin province, management pattern was the "forest culture and forest industry division" under forestry department, which was relatively simple. In Inner Mongolia,"local forestry and state-owned forest division" under the management of forestry department was under implementation, and Forestry Management Bureau has been established in state-owned forest region, which complexity of management system was somewhat between Heilongjiang and Jilin province.(3) On the perspective of cross-level, the data of "China forest Statistics Yearbook" and factor analysis were used to transform seven major indices which reflected forestry economic performance to four main factors, and so we ranked economic performance index of eight typical Forestry Management Bureaus (Group). Economic development in eight Forestry Management Bureaus (Group) was unbalanced, and how to improve assets and manpower management ability, capital operation, operating ability, profit-making ability was the key of promotion of economic performance.(4) On the base of factor analysis, the Longjiang pattern of "internal separating government function from enterprise management" couldn’t be solved in the group, but should be based on the overall reform in the national forest resources management system. Based on "family contract", reform of Yichun model on the state-owned forest right system in was only on the management mechanism, which could not solve the problem fundamentally of "combination of government function and enterprise management".(5) Based on qualitative and quantitative research, considering forest resource would face greater impact and pressures from market, strategies were put forward. First, management system reform of "separating government function from enterprise management" was implemented and deepened. Second, management right of forest resource should be explored and innovated. Finally, perfect supporting policy system should be established and perfected.
