Study On Policy Ethics Of Income Distribution In China

During more than60years, our Chinese people have made great achievements ineconomic construction and social construction by means of painstaking and arduousexplorations since the establishment of People’s Republic of China. However, someproblems especially unequal distribution of income cannot be neglected. The issueabout income distribution not only relates to social harmony and stability, but it makesan impact on improving people’s livelihoods. Therefore, enough attention should bepaid. What’s more, we must realize that, income distribution is not merely a simpleeconomic issue but a significant political proposition in that the amount of income isnot only manifested in economy, but it may breed a few social problems, such asjealousy, indignation, anxiety, discontent, which have a side effect on economicsociety’s smooth development. At present, the Butterfly Effect and Halo Effect ofincome distribution issue invoke social crisis frequently and the phenomenon of hatredfor official, the wealthy, and society spring up together. Social management facesunprecedented challenges. In a word, at present, the most pressing and crucial task is toprevent the income distribution gap continuing to widen and to realize the target ofrational regression of income gap.Settling the income distribution issue needs to set and implement incomedistribution policies. The policy of protecting income distribution in the original designis both a good design. It is no doubt that we should carry on in-depth research andanalysis into the effects and the problems of forgoing income distribution policies,meanwhile, we also should be capable of foreseeing subsequent income distributionpolicies, i.e. the capability for necessary forecasting, judging and selecting. Exactly,based on an effective generation path of income distribution policy, this paper achievesthis purpose by means of ethical studies on income distribution policies. What’s more,the study also offers some thoughts and reference on solving the problem of unequalincome distribution in China. The concrete content is as follows: Chapter one discusses the importance of this topic, combined with thesignificance of income distribution and the background of income distributionreformation in China. According to the present actual situation in China, such as thegap between urban and rural areas, industry gaps, the gaps among the industry itself,regional disparities, and what not, this paper analyzes the importance and urgency ofsolving the excessive wide gap of income. And, it concludes that immediate correctionhas been the obvious choice. Otherwise, these problems would affect the progress inthe construction of a well-off economy in our country, and at the same time, people’slivelihoods will be influenced. Therefore, it is imperative for us to examine, adjust, andimprove these policies. In this background, this paper explores an effective generationpath of income distribution policy from the perspective of public policy ethics so that itcould meet the demands of making effective policy.Chapter two defines the concept and function of policy ethics of incomedistribution. Current ethical studies on public policies have a rather clear idea about therelation between virtue ethics and policy ethics, but there are many disagreements onthe contents the policy ethics contained, which, on the other hand, offer an opportunityfor research into it. We take income distribution policy ethics as a special case andmake an in-depth research into the public policy ethics, which contains mainly thefunction of guiding, formalizing, coordinating and modeling. From the perspective ofanalytical dimension of income distribution policy ethics, it consists mainly of valueethics, main body ethics and process ethics.Chapter three put forwards the theoretical bases of policy ethics of incomedistribution. We not only should have a clear grasp of the income distribution ethics ofMarx, Engels, but also a specific clear understanding of the Chinese Communistsincome distribution ethics. Because that they are the core theory of China’s incomedistribution policy ethics. In addition, it is necessary to learn and absorb the advancedWestern ethical theory of income distribution, and learn from their strong points.Chapter four mainly work over the evolution and the development of china’sincome distribution policy ethics, which is reflected in the specific behavior of incomedistribution policy. And to the specific practice of China’s income distribution policyethics, it mainly go through three periods, namely, from the founding of New China tothe Reform and Opening Up, from the Reform and Opening Up to the early1990s,and the period that after early1990s. Besides, according to the effect of the income distribution policy, the author analyses the main achievements of income distributionpolicy ethics.Chapter five mainly analyzes the current predicament of policy ethics of incomedistribution in China. It mainly includes three aspects. The first is the value ethicsdilemma of income distribution policy. And the main problems are: the gap betweenthe rich and the poor is too large; the existence of the cognitive differences about thevalue of fair, the public interest and happiness is obvious; and the whole socialenvironment which lack of honesty brings difficulties to shape the value ethics. Thesecond is the main body ethics dilemma of income distribution policy. Of thegovernment, lots of misconduct of government affect the construction of the incomedistribution ethics. Of enterprises, the lack of business ethics, the loss of state-ownedassets and the excess business spending all do harm to the construction of the mainbody ethics system. Of the individual, due to the individual’s selfish desire andcompetence deficiency, there is a distinct gap between the image being and the imageshould be. The third is the process ethics dilemma of income distribution policy. Theauthor carries out the related discussion from the different aspects of democracy,science and the rule of the law.Chapter six discusses how to improve the policy ethics of income distribution. Itmainly focuses on the following three aspects. In the value of ethics, more attentionshould be paid to the choice of value, the harmony and unify of multidimensionalvalue of the fair, the public interest, happiness and efficiency, people’s livelihood, andthe building of social credit system. In the main body ethics, of government, we shouldthink highly of the example role of the government and civil servants in the operationof the income distribution policy. Of enterprises, should live up to the commercialself-awareness and self-discipline, use the income resources reasonably, take on thesocial responsibility willingly. Of the individual, more attention should be paid to theappeal of individual interests and the enhancement of individual quality. In theprocess ethics, the author mainly does research from the aspect of democraticdimension, scientific dimension and the dimension of the rule of law.
