Study On The Problem Of Social Security Of Landless Peasants In China

With the accelerating of industrialization and urbanization, land has beenexpropriated. More and more land has become non-agricultural construction, so thatmany farmers lost most or all of the land, then the number of land-lost farmers hasincreased dramatically. Related survey data showing, the number of land-lost farmershas more than50million people in2010,which is expected to be more than100million people in2020.The emergence of so many farmers, deviated from the purposeof industrialization and urbanization development. Social security problem of land-lostfarmers has received extensive attention of the society. If the Chinese land-lostfarmers’ social security problem can get reasonable solution, which relations withChina’s social stability and economic development. Therefore, how to reasonably solvethe land-lost farmers’ social security problem properly not only become an urgentproblem, but also become a topic of common concern to society. Land-lost farmers’social security problem has affected the normal operation of the economy in ourcountry, and hindered the construction Of well-off society and harmonious society. So,taking positive measures to deal with the land-lost farmers’ social security problemshas very important practical significance in China’s social development.This paper systematically discusses from five aspects. The first part is theintroduction part, which mainly analysis the subject put forward the background,significance, research status at home and abroad and the research of difficult points,innovation, and some problems which need to be studied further. The part made aforeshadowing for below.The second part mainly illustrates the basic theory of land-lost farmers’ socialsecurity, analysis of Marx’s land rent, land price theory, property theory, and studyingof western social security theory and policy. Analyzing the western theory of socialsecurity, different scholars in the countries of the world type of social security systemhas carried on the classification, which has provided important theoretical support forcurrent China’s farmers to set up and perfect the social security system, providing animportant reference for further analysis and solving the problem of Chinese land-lostfarmers’ social security.The third part analyzes China’s social security thought in different stages, from multiple aspects of Chinese land-lost farmers’ social security problems interprete thesystem. The author thinks that the cause of Chinese land-lost farmers’ social securityproblem mainly due to the urban-rural dual structure, imperfect land property rightsystem and land expropriation system, the existing defects of the compensation andresettlement way, the diseased social security system and defective quality of the land-losing farmers.The fourth part is mainly from two aspects discussing the necessity and feasibilityof land-lost farmers’ social security system construction. Building land-lost farmers’social security system, protecting farmers’ vital interests, promoting social equity andjustice, maintaining social stability is a big problem which relationship of the nationaleconomy and people’s livelihood. China should accelerate the construction of thesocial security system of land-lost farmers.The fifth part mainly put forward the countermeasures of building land-lostfarmers’ social security system. This chapter mainly discuss further deepening thereform of land system from improving the system of land property rights, perfectingthe contracted management of land circulation system, improving the land requisitionsystem aspects to further deepening the reform of land system; Our country shouldbuild sustainable livelihood of the compensation and resettlement of land-lost farmers,realize monetary compensation, bonds instead of compensation, land compensation, agovernment-owned enterprise stock compensation for a variety of ways. Make land-lost farmers into the urban social security system, then the farmers can enjoy theperfect social security system. The three aspects provides an important path for theestablishment of land-lost farmers’ social security system.
