The Empirical Analysis Of Old-age Security Value Of Social Pension For The Chinese Land-lost Peasants

With the fast development of Chinese industrialization and urbanization, a large number of farmers have been stripped out from the land, forming a special group, land-lost peasants. Land-lost peasants are famers before their land was requisitioned, and farming is mainly an activity which they can engage in if they want to solve their employment, health care and pension issues. Such a way for pension issues can usually be called rural land security, and farmers mainly get their income through farming and leasing land. In order to deal with the land-lost peasants’ pension issues, local governments came up with some compensation placement policy, and most of them attempt to solve the pension pressures facing the land-lost peasants through rural social pension system. A large number of research on rural social pension system emerged under such a background.In order to improve the system, most of the research focus on the collection and supervision on the endowment funds, the level of social pension benefits, the calculation of compensation replacement and so on.But the systematic comparative analysis between the rural land security and rural social pension system is not too much In fact research on the substitutive degree of them and the factors affecting the degree have the important and significance research value。It can not only help understanding the substitutive effect of rural social pension system on rural land security, but also help us finding out a way to improve the rural social pension system. This paper is such a research on the substitutive effect of rural social pension system and rural land security, the main contents and ideas summarized as below.Chapter1is introduction. This part starts with the research background and research significance, then summaries the related research and come up with comparative analysis method on rural land security and rural social pension system, and outlines the structure, points out the innovation and research problem of this paper.Chapter2outlines the related concepts and theories. Among the concepts mentioned in this part, security level and security value are the key to understand the research method in this paper. Security level is a yearly based concept which is the benefit land-lost peasant can get either from rural security or rural social pension system. Security value is a comprehensive value which sum up the security value by taking the population death factor and time value of money into account. This part also discussed the Marx land theory and welfare economics theory, and they are the theory basis of the rural land security and social pension system.Chapter3introduces the rural social pension system and its security value calculation. This part starts with the comparison of rural social pension policies of Jiaxing, Shanghai and Chengdu, and concludes that the way they deal with land-lost peasants’ pension issues is substituting rural land security with rural social pension system. This paper then focus on the rural social pension system of Heilongjiang Province and finds out that the system is equivalent to a minimum guaranteed pension, thereafter the paper come up the security value formula of the systemChapter4introduces the rural land security of Heilongjiang Province and its security value calculation.After outlining the four stages development of land system and its main characteristic, the paper points out the two ways solving the pension issues under the land security system:farming and leasing. Then chapter4calculated the security level under the land security system and come up with the security value formula of rural land security.Chapter5is mainly the results of security value of rural land security and rural social pension system. This part is based on the security value formula of rural land security and rural social pension system, and uses the ratio of the two security value as the indication of the substitutive degree of rural social pension system on rural land security. This paper finds out four factors which affecting the substitutive degree of the two system:future interest rate, sex, age and the original way land-lost peasants deal with their pension issues under the rural land security system In the end, the paper comes up with three policy recommendations for improving the rural social pension system which is based on the results of the paper.The innovations of this paper:This paper comes up with a comparative analysis between rural land security and social pension system based on the concept of security value, and finds out that such a method can help us have a deep understanding on the relationship of them. This paper finds out that there are many factors will affect the relationship between rural land security and social pension system, and concludes that we need to take a comprehensive view before we judge their relationship.
