Study On Social Security System Of Farmers Lost Land

China's system of land expropriation formed in the period of planning economy. For a long time, it had played an important role in national economy construction. However, with the development of market economy, the current system of land expropriation has exposed more and more problems, and influenced social stabilization. Therefore, it is significant to study and solve the problem of farmers' allocation when land is expropriated, which can protect farmer's interests, keep the social stability and realize urban and rural development as a whole and overall well-off society.Choosing districts of Jingjiang, Qingyang, Jingniu, Wuhou, Chenghua (including hi-tech park) and Shuangliu County in Chengdu as main objects, I obtained analytic data by questionnaire on 311 families that had lost land. Based on systems expatiation to theories of land economy, the thesis demonstrated social security functions of land to farmers and analyzed the shortage of allocation. Finally, I proposed suggestions to perfect system of land expropriation reform. Conclusions are drawn as follows:(1) Dualistic economy system existing for decades caused obvious disparity of welfare between city and rural inhabitant. Farmers almost have no social security. Making a living, the providing for the aged and medical service have been depending on the land. Therefore, the land contracted has vital social security function for farmers, including the security for basic life, providing for the aged and the medical service.(2) At present, the proportion of compensation with currency and allocation with job accounts for above 85%. The currency way means the compensation for basic life of the following several years and only a small part of security from land. Besides, the reform of employ system has caused more and more difficulties for allocation with job. Because of having lost land and been unemployed, a majority of farmers (over 75% in the investigated number) lacked the basic life source, even were unable to solve the problems on providing for the aged and medical service.(3) Refers to the calculational methods about social security in town, I quantified the security value of land in Chengdu, calculated the value of farmer's basic life, providing for the aged and medical service, which respectively is 51,800 Yuan, 18,000Yuan and 27,000Yuan. So the value of social security for each farmer is 96,800 Yuan by the way of land contracted. However the most compensation for one farmer is only 18,000 Yuan that is far lower than the social security value. Therefore, the government must establish social security system for farmers to substitute the social security function of land.(4) To establish social security system for farmers, the government must build the operating mechanism by guaranteeing the fund source, establishing powerful implementation organization. Furthermore, it must perfect the social security system through clearing the rights of agricultural land, strengthening farmers' vocation education and technology training, providing the legal aid and so on.
