Research On The Efficiency Evaluation Of Local Fiscal Science And Technology Investment

With the deepening of China’s construction strategy of an innovative country, the local government accelerates regional innovation system with local conditions, and continuously increasing fiscal investment in science and technology. However, due to the impact of the traditional planned economic system, China’s local fiscal science and technology investment management mechanisms are inadequate, the use of funds is dispersed and the structure is irrational. These factors affected the efficiency of local fiscal science and technology investment. This paper carried out a detailed analysis and research of the efficiency of local fiscal science and technology investment evaluation theory and the countermeasures, the main work is as follows:Firstly, the paper defines the efficiency of local fiscal science and technology investment and its subject and object. And on basis of it, the paper creates the theory framework of the efficiency evaluation of local fiscal science and technology investment from three dimensions of scale efficiency, structure efficiency and utilization efficiency, and then establishes the evaluation model of the scale efficiency, structural efficiency and utilization efficiency of local fiscal science and technology investment, which provides an overall framework for the evaluation of local fiscal science and technology investment.Secondly, the paper established calculation model of scale efficiency of local fiscal science and technology investment based on Barro (1990), the size of government is endogenously determined theoretical framework. On the basis of it, the paper empirically evaluates the scale efficiency of Liaoning province’s fiscal science and technology investment, and then analyzes the factors which affect the scale efficiency of Liaoning province’s fiscal science and technology investment from the views of economic factors, institutional factors and concepts factors.Thirdly, the paper established the regression model of the structure efficiency of local fiscal science and technology investment by using various financial investment in science and technology as the explanatory variable, and output is the explanatory variables, and then evaluates the structure efficiency of Liaoning province’s fiscal science and technology investment classified in accordance with the budget accounts, classification and nature of the implementing agencies, and finally discusses the factors of consciousness, management systems and supervisory constraints that affect the structure efficiency of Liaoning province’s fiscal science and technology investment.Fourthly, the paper calculated the utilization efficiency of Liaoning province’s fiscal science and technology investment from its horizontal comparison and longitudinal comparison with TOPSIS method established excised environmental factors influence based on improved DEA model. The paper discussed the factors of the utilization efficiency of Liaoning province’s fiscal science and technology investment based on the institutional arrangements, commissioned agents and rent-seeking behavior perspective.
