The Research Of Efficiency Of Fiscal Science And Technology Input-output In Liaoning Province

Based on the financial point of view, science and technology activities can be dividedinto public services and non-public services. That is to say, science and technology activitiesown the issue of market failure, which requires the government to play an indispensable rolein science and technology activities. In recent years, the government of Liaoning Province hasincreasingly paid attention to the expenditure on science and technology, but the impact of iton science and technology activities, the economy and the society, not only requires moreexpenditure on science and technology, but also need to improve the efficiency of financialscience and technology input-output. With the gradual expansion of the fiscal input scale inscience and technology in Liaoning Province, the level of the efficiency of financial scienceand technology input-output and whether the fiscal science and technology fund has got theoptimal allocation and utilization have caused more and more concern from scholars andgovernment departments related.Based on the point of view of the theoretical and empirical research, this thesis initiallyanalyses the current situation of the input and output of fiscal science and technology(S&T) inLiaoning Province, and then studies the issue of the efficiency of financial science andtechnology input-output in Liaoning Province. Concretely speaking, the financial science andtechnology input-output system of efficiency evaluation and the model of Data EnvelopmentAnalysis (DEA) are established respectively so that the efficiency of financial science andtechnology input-output can be calculated. According to the results of the model operation,the relative problems and reasons are analyzed, the following conclusions being drawn: firstly,the growth mechanism of the fiscal expenditure on science and technology is not sound;secondly, the structure of the financial input in science and technology is not reasonable;furthermore, the subject system of the financial input in science and technology is not perfect;finally, the open, scientific and effective science and technology management mechanism hasnot been formed. In accordance with the results of the study, this thesis puts forward the followingcountermeasures, so as to improve the efficiency of financial science and technologyinput-output in Liaoning Province and achieve the optimal allocation of the fiscal science andtechnology resources: first, to improve the growth mechanism of the fiscal expenditure onscience and technology; the second, to ameliorate the structure of the financial input inscience and technology; the third, to construct a scientific and perfect subject system of thefinancial input in science and technology; at last, to establish a scientific and reasonablescience and technology management mechanism.
