The starting point of fiscal decentralization theory is the study about the supply efficiency of public goods.As one of the major public goods provided by the government,investment in science and technology has a significant impact on the country's long-term development and improvement of people's living standards.Therefore,based on Chinese fiscal decentralization practice,this paper takes the efficiency of local government's science and technology investment as the focus of research.First,this paper analyzes the current situation of government's science and technology investment under the background of fiscal decentralization.Then it calculates the efficiency of local government investment in science and technology by the method of super-efficient DEA and Malmquist total factor productivity index based on the panel data which consisting of 30 provinces or cities from 2009 to 2015.Finally,it empirically tests the effects of fiscal decentralization and local government's behavior preference on the efficiency of government investment in science and technology through a mixed regression model.The research found that,(1)Although the average technology investment efficiency of 30 local governments in China during 2009-2015 has generally improved,there are still problems of low efficiency and large inter-regional differences in terms of efficiency.(2)Fiscal decentralization and local government's behavior preference are important reasons that influence the difference in government science and technology investment efficiency.There is an intermediary effect that fiscal decentralization affects the efficiency of government investment in science and technology by acting on local government behavior.At the end of the paper,it puts forward policy recommendations to improve the efficiency of local government's science and technology investment according to the research findings.
