Industrial Efficiency Of Chongqing Economic Zone Under Environmental Constraints

Five cities from the Midwest growing group formation, the overall strength of theeconomic zone of view, the Chengdu-Chongqing Economic Zone economicadvantages are obvious and huge development potential, the overall strength in theMidwest in the first row, significantly higher than the four other urban cluster. In theprocess of rapid economic development, the Chengdu-Chongqing Economic Zone ofhow environmental efficiency of industry, the focus of this paper is to study.Firstly, the representative read a lot of literature on the basis of the concept ofindustrial efficiency and environmental efficiency of industry were defined. Secondly,the existing evaluation system established by the study to sort out the efficiency of theindustrial environment, industrial efficiency combined with the understanding of thispaper, the establishment of an industrial environment efficiency evaluation indexsystem based on data envelopment analysis. Again, on the Chengdu-ChongqingEconomic Zone44City (District) County Industrial Efficiency2006-2012wererelatively static and dynamic analysis. Finally, the empirical analysis summarized themain conclusions obtained and made some suggestions based on the actual situationof each region.Through empirical research on the Chengdu-Chongqing Economic Zone cities(districts) County Industrial environmental efficiency, draw the followingconclusions:(1)economic efficiency and environmental efficiency of industrialChengdu-Chongqing Economic Zone has great inconsistency, does not consider non-expectation production out overestimated TFP Chengdu-Chongqing economic Zoneindustry.(2) results from a regional comparative perspective, Ziyang, Suining andother industrial areas, not only in terms of technology and input-output efficiencyahead of other regions in terms of pollution control is also ahead of other regions, andtherefore not only to the introduction of the Chengdu-Chongqing Economic ZoneOther technologically advanced economic area, but also to introduce other economicareas of pollution control policies and institutions, making the Chengdu-Chongqingeconomic Zone in the same industry can continue to develop and improve theenvironment.(3) changes from year term, with the country ’s increasing emphasis onenergy and environmental issues, a new cycle of economic development, energy andeffective, considering the energy and environmental performance constraints TFPgrowing. Based on these conclusions, the paper industry to improve the environmental efficiency of the Chengdu-Chongqing Economic Zone propose thefollowing:(1)changes in the industrial structure, develop environmentally friendlylow-carbon industries.(2)the establishment of "low-carbon economy demonstrationzone" for funding and technical support to the national and international community.(3)The Government should take the form of legislation to promote energyconservation and build strong incentive and restraint mechanisms of energyconservation.(4)establish a carbon trading market, seeking the relative balancebetween carbon sources and sinks zone area.(5)Government should vigorouslypromote the concept of green energy, promote public awareness and establishsustainable development.
