While the social economy developing rapidly, the contradiction between human and land is growing. At the same time, the scarcity of resources is more and more highlight, and pressure from human activities to resources and environment has doubled. Based on this background, scholars from different areas begin to do studies to improve the relationship between human and land. So, some problems have become the focus of research on land use system:first, how to harmonize the relationship in economic growth, social development and environmental protection during the land use process, and settle the contradiction between land supply and land demand through the method of land use planning effectively, to lead a sustainable way for the development of land use system; second, how to evaluate the harmony situation of land utilization system rationally, so as to provide some arguments for collaborative management of land use system and intervene land use system timely and appropriately, and promote the smooth running and collaborative management of land use system.The ultimate purpose of research work on land use system is to grasp the structure, functions and evolution rule of the system, and to get the equilibrium between highest benefit of land utilization and sustainable land use by artificial intervention in land use system. As the main means for coordinate management of the land use system, land use planning has shown its importance as time goes on. Since the first round of land use planning of China in1987, the overall land use planning has played an important role in protecting farmland, harmonizing the contradiction between land supply and land demand, alleviating the bad effect of land utilization on the environment, etc. There are some improvements in the third round of land use planning, such as coordination between elasticity and rigidity of land use planning is improved, dynamic planning is strengthened, but it needs further study because the object of land use planning is a complex land use system. In land use system, there exists a self-organization mechanism to guiding system evolution, and land use planning is a method of hetero-organization, which is used to control the operation of the land use system reasonably and timely through technical and administrative means. So, we should understand the complex structure and internal evolution mechanism, so as to improve the methods of making land use plan pertinently, and put forward some measures on the implementation of land use planning.Land use system is a complex and huge system, traditional methods are unable to satisfy the needs of land use system management, so some new methods and management concept which are adapt to complex system need to be introduced urgently. The complex system theory provides a new paradigm for the study on collaborative management of land use system, and it is an effective way to combining the complexity science and management study of land use system when studying the regional sustainable land use problems. Collaborative management of land use system is a comprehensive research, which is based on the study of evolution mechanism of land use system, with the land use status evaluation as its premise, the configuration optimization as its core, the systematic analysis and mathematical model as its instrument. And its final target is the collaborative development of the economy, ecology and society. Meanwhile, it is of general scientific significance to study the theory and methods of collaborative management of land use system, for it could promote the utilization and disciplinary cross of self-organization theory, the nonlinear science, the method of grey system theory, etc.This study constructs an analysis framework for collaborative management of land use system planning by the methodology of Wuli-Shili-Renli (WSR), based on the eyesight of complex system and the theory of grey system and synergetic. It follows the logic of system evolution mechanism analysis, system status evaluation and system configuration optimization, and analyzes the problems of collaborative management of land use system from the aspects of Wuli (which including analysis of land use system evolution, identification of order parameter, and judgment on land use system coupling coordination status.), Shili (multi-objective optimization allocation of land use system) and Renli (dynamic tracking management of land use planning). Specifically, the paper concerns the mainly contents as follow:(1) Logical analysis framework of collaborative management of land use system was built based on the Wuli-Shili-Renli (WSR), from combing the relevant research on land use system, and based on the specific means of regulating the land use system planning, content and the meaning of WSR is explained separately. (2) Analysis on Wuli was based on complex systems theory. The complexity, uncertainty, dynamic, and self-organization and the gray of its compound organization of land use system were revealed. Furthermore, the evolutionary mechanisms of land use system were revealed by the method of the combination of qualitative and quantitative. On the one hand, analysis of macro-evolution on the fork through the evolution path type, land use structure in terms of entropy of land use system; the other hand, to create synergies through the gray modeling equation of the evolution of land use system to simulate the land use system, achieving recognition of micro order parameter of the system.(3) According to synergetic theory, evaluation model of coupling and coordination degree for land use system was established. By the theoretical model, land use evolution status and evolution type were showed. Then, focus on the order parameter which was the core elements of system evolution, mining the hidden information of order parameter, coupling and coordination of land use system evaluation model was established, binding characteristics of subsystem index, the coupling and coordination degree of land use system was determined.(4) Based on Shili dimensions, a multi-objective optimization model was founded. Land use system highlights the multi-objective optimization requires coordination, reflecting the system self-organization, uncertainty and other complex features. Model used to solve multi-objective genetic algorithm is easy to implement dynamic adjustment of planning. Based on the concept of ecological priority, prohibit areas were divided by ecological sensitivity evaluation and infrastructure construction identification, through the implementation of land use zoning to further optimize the layout of land use.(5) Based on the Renli dimension, the implementation of land use planning to achieve dynamic tracking management was discussed. Concept update includes two aspects those of implementation process management of land use planning and improvement of tools on land use annual planning of management. Early warning systems for planning implementation was constructed, improve methods for land use annual planning management about the combination of ledger management and dynamic monitoring, the preliminary hearing and dynamic management of construction land, In addition, through the establishment the standardization of operating procedures of participatory annual planning, emphasizing the supervision and inspection of land-use plans to ensure effective implementation of planning.(6) Land use system of Yangzhou City was an empirical study. Based on analysis of evolution of land use system and the determination of coupling and coordination degree, the decision to the optimal allocation of future land use system programs was made, and proposal for land use system coordination Management was put forward.Conclusions as follows:(1) The use of complex systems theoretical methods is appropriate and effective to study of land use system.Framework of cooperative management of land use system based on WSR methodology should provide a holistic analysis of ideas for regional planning of land use regulation.(2) During the evolution of land use system, the coordination between order parameter and subsystems should be paid more attention.Determination of the order parameter of the system can help through the imposition of certain means and methods of management to grasp systems development; but we must make up the "short board" in system, because the backward development of order parameter or a particular subsystem will cause reduction of coupling and coordination degree of the system.(3) Combination of gray multi-objective optimization of land use structure and ecological land use zoning is effectively to implement of regional land use optimization.The gray multi-objective planning model combining multi-objective genetic algorithm to achieve synergy between the objectives is an effective way; planning decisions are based on minimum entropy of land use structure as a standard, to achieve the program under different scenarios selection, reasonable land use structure; evaluation of the ecological sensitivity and ecological basis of infrastructure identified as the readjustment of land use zoning and land use will help alleviate the ecological contradictions.(4) The adaptable regulation to the land use system must rely on the implementation of the dynamic feedback in land use planning.The implementation of land use planning process is not only a verification planning and implementation results, but further based on dynamic feedback to improve the planning process. So in order to achieve the dynamic fluctuation of land use adaptive control, land use annual planning is not only a basis and foundation for adjustment of planning target, is also involved in land use planning to be the starting point for macro-control.(5) Coordination management of land use system should make "Wuli-Shili-Renli" comes to know.The land-use collaborative management included several levels. Such as coordination between the various subsystems, self-organization evolution and organizational planning, land use planning and implementation and process of management, etc. To achieve coordination development of the system, taking into account interests of the management process and planning the implementation of the dynamic adjustment of tracking, with a view to reasonable and timely control measures, through coupling the self-organization and planning control during implementation process of land use planning to achieve balanced and sustainable development of land use system.
