How to rely on scientific and technological innovation to promote the agricultural industry upgrade and eliminate the long existing situation about decoupling of the production and scientific research, which we call it "two pieces of skins" phenomenon, and How to rely on the industry chain innovation to crack industrial chain breaking, has become an important subject of agricultural technological innovation in China. As a new paradigm of innovation management, collaborative innovation is becoming the development direction of agricultural technological innovation in the new period in China. Therefore, there is great practical and theoretical value on analyzing agricultural technological collaborative innovation.This research focused on a series of core issues, such as "clarifying the key problems of restricting agricultural technological collaborative innovation","thinking about how to design a highly-effective system of agricultural technological collaborative innovation","seeking the collaborative innovation mechanism of solving the decoupling between agricultural technology and economy, as well as industrial chain breaking", and then puts forward the research topic "the system design, performance and parameter recognition on agricultural technological collaborative innovation under the situation of double chain integration". It consists of five parts as the follows:(1)the domestic and abroad research progress of agricultural technological collaborative innovation;(2)the necessity of agricultural technological collaborative innovation;(3)the system design on agricultural technological collaborative innovation under the situation of double chain integration;(4)the case study of the performance of agricultural technological collaborative innovation system;(5)the parameter recognition about agricultural technological collaborative innovation.The main conclusions of this study were:(1)After determined the principles of collaborative innovation on agricultural science and technology system design, based on the guidance of basic principles of the System theory and Coordination theory, this article carried out the primary design for agriculture science technology cooperation innovation system, and put forward characters of agriculture science technology cooperation innovation system.First, it is a complex system of technology innovative resources allocation to create effect of cooperation or the whole mutation, which depends on the different innovative subject and integrating the innovative resources.Second, agriculture technology cooperation innovation system emphasizes the innovation of industrial chain, which relay on fusion between industrial chain and technological chain. Third, micro system of agriculture science technology innovation enhances the major role of enterprises in it through the increasing cooperation between factory and research. Fourth, it is a framework of multiple subjects including interaction between the core of inner innovation system and the external systerm. Fifth, the system should possess the organism development elastic.(2)This article analyzed the operating conditions of collaborative innovation on agricultural science and technology system design. Statistical analysis demonstrated that the operative space of agriculture science technology cooperative innovation system. First, we should take advantage of its strengths for striving for benefits of all, ane we also need to understand and deal with the difference in conception of science technology innovation, and seek benefits between companies and researchers correctly. Second, we need to handle all the relations of Demonstration Project, especially between innovation system and government, and the relation between competition and cooperation of participators in the innovation system. Third, it is necessary to create the form of linkage and collaboration between factory and research. Fourth, it is necessary to establish a long-term mechanism for collaborative innovation, so as to enhance the real value of collaborative innovation. Fifth, Fifth, it is necessary to change roles and cultivate innovation subject, so as to build a wide range of agriculture science technology cooperative innovation system; Sixth, it is necessary to build collaborative innovation mechanism from internal and external innovation system, in particular the establishment and improvement of the organization and management of collaborative innovation mechanism, dynamic mechanism, trust mechanism, communication and coordination mechanism, benefit-sharing mechanism, intellectual property management mechanism, risk-sharing mechanismfunds management mechanism, entry and exit mechanism, as well as government support mechanism, financial support mechanism, so as to promote the sustained and healthy operation of agricultural science and technology collaborative innovation system.(3)Based on the connotation of the order parameter and control parameters, and used logic judgment and confirmatory analysis, this article explored the parameter identification of agricultural science and technology collaborative innovation system:agricultural science and technology innovation of our country at this stage is in the process of transformation from organization system to self-organizing system, the order parameter at this stage is agricultural science and technology system mechanism. Value-added effect of collaborative innovation is the order parameter of self-organizing system, and is also the goal of our country’s collaborative innovation in agricultural technology. In the present, it is necessary to promote agricultural science and technology innovation system into a more orderly phase (self-organizing phase) through order parameter (the mechanism of agricultural science and technology system reform and innovation). The Pareto improvement of the established science and technology system is a feasibility way to realize reform and innovation of our agricultural science and technology system. In the microcosmic innovation system, internal supporting mechanism and external support power of collaborative innovation act as a control parameter. To strengthen the internal support mechanism construction of agricultural science and technology collaborative innovation microsystem, increasing external support, and eliminating the influence caused by competition and source of friction from innovation system is necessary.Based on this result, In order to promote and enhance the collaborative innovation on agricultural science and technology, this article put forward many suggestions. Such as deepen the reform and innovation of institutional mechanisms of agricultural science and technology; adhere to the industry chain innovation; promote agricultural industrial chain and chain bidirectional fusion; establish and improve internal coordination mechanisms of the innovation system; increase the support of external forces; focus on the connection of Production, Teaching, Scientific Research and Applying; strengthen the status and role of enterprises in agricultural science and technology innovation.
