A large number of rural labor migrant, along with the country’s industrialization process continued in-depth, has also been expanding its out-going scale from the80s of the last century. According to the data released by the National Bureau of Statistics, national migrant workers reached a total of253million people in2011, including159million out-going migrant workers. In the context of rapid urbanization, migrant workers into the city will be major new public groups, but the willingness and ability of some people of migrant workers is weak. And because of the household registration system, children’s education, urban public service carrying capacity and other external causes, they find it difficult to settle in the city to become members of the city public, instead, return to their home location. The phenomenon of migrant labor in the labor rural-urban migration trend to return home is named migrant workers return behavior. It can be expected that China’s rural labor mobility is an existing outflows and long-term process of reflux.Therefore, this paper studies the behavior and makes decisions to the return migrant workers in the process of urbanization. Based two types of data in migrant workers and non-migrant workers which is not reflux and the process of migrant workers, we are trying to answer the following questions:why some migrant workers interrupt working in urban areas but return, and the factors which lead them return; what difference of the migrant workers return geographical select, and the factors which lead the selection; what are the determinants of the type of employment after return; and what impact reflux individuals and families of migrant workers. The research has important theoretical and practical significance. The conclusion of the study contributes to the management of labor output to reflux for migrant workers groups. It also promotes migrant workers to settle in down. The specific conclusions can provide a reference for policy management decision-making departments.This study is mainly divided into the following sections:First part is the preparation of the study. It corresponds to the first, second and third chapters. The first chapter is the introduction, introduces the background and significance of the thesis, core definition of the concept, research methods, data sources, analysis of ideas and the innovation and deficiencies; the second chapter is a literature review, review from the classic labor migration theory and relevant research results at home and abroad two levels; the third chapter is reference for the migrant workers return behavior theory, based on evaluation Todaro model to build a simplified model of migrant workers return and gradually relaxed assumptions to make migrant workers return model tends to conform to the actual situation.The second part is the descriptive analysis of the sample data which describes the status of migrant workers get into the city. It corresponds to the fourth chapter. This chapter based on statistical data to show workers, migrant workers into the city after the flow of life, comparatives and analysis the reasons two types of migrant workers into the city workers, the current situation and the city life to explore migrant workers working in urban areas experienced its reflux decision from a statistical point of view The third part is migrant worker return. It corresponds to the fifth, sixth, seventh chapters which is the focus of this paper. Chapter five proposed reflow influencing factors analysis framework from maximize of the migrant workers’ income and utility which build econometric model, to analyze the determinants reflux. Find the marital status, whether to accept training, migrant working time, whether to sign labor contracts, the height of the social networks, job discrimination, discrimination of life and way of living and so on, have a significant impact on their reflux decision. Meanwhile, verifies there is a threshold in income of migrant workers in cities, which affects the return of migrant workers who decided to maximize the income or utility maximization. Chapter six analysis the migrant workers’ geographical selection and return after re-employment, study find by workers experienced the impact of human capital factors have a significant impact on site selection to reflux; migrant workers show a upward trend after reflow occupation. Also find the different career options are mainly by educational attainment, age, social relations height living preferences, the number of home land, the training status and return location, by building measurement model. Chapter seven analysis of the effect of migrant workers return, which have a positive impact from the return of migrant workers to the individual household level. Study find that return have positive influences in the individual employment, income and family:significantly improving occupational prestige, income and life satisfaction. Measured by the index method, the degree of the public back to the towns of migrant workers reached78.72%. Statistics find that65%of the returnees use new technologies, new varieties or crops, planting and breeding of animals in agricultural production.The fourth part is the eighth and the ninth chapters, divided into typical cases analysis and research conclusions and policy recommendations. Chapter eight uses the description method to describe the specific characteristics from three typical cases of migrant workers, that including non-return migrant workers, towns return migrant workers, and rural return migrant workers. Chapter nine is conclusions and policy recommendations, which summarize according to the conclusion, and propose policies in group management of the return migrant workers.
