With economic globalization accelerating and international competition increasing, the capacity of national independent innovation plays a more and more important role in promoting economic growth, national security and social progress, and China government timely brings forward building an innovative country, then rise it to national strategic level. Regional innovation system is the extension of the national innovation system at the regional level, so constructing regional innovation system will be beneficial to the national innovation strategy. However the regional innovation system in China is facing many challenges, especially in the cooperation and conversion among regional innovation subjects. The development of domestic and international technology park has shown that the subject cooperation affects the regional innovation development, so researching on principles, processes and results of the cooperation among innovation subjects will be very important to promoting regional innovation development.Firstly, this thesis discusses basic theory of regional innovation system. According to theory development, this thesis defines the three regional innovation subjects and their leader, combines the traceability relationship between regional innovation system and regional economic theory, innovation economics, innovation systems theory, and builids the theoretical framework of the regional innovation system and subjects cooperation by it. Secondly this thesis discusses principles, processes and results of the collaboration among innovation subjects. This thesis defines subjects functions, and divides the type of subjects cooperation, then quantitatively explains the evolution principle of regional innovation system, divides the stage of regional innovation development into start-up period, growth period, maturity period, upgrade period, and respectively summaries the functional requirements, such as elements gathered, industry leading, innovation driving, mechanism reform. Base on that, this thesis constructs the model that achieves coupling between regional innovation subjects and regional innovation stages. Then this thesis constructs the process model about the cooperation and evolution of regional innovation subjects by game evolution theory, analyzes the game relationship of businesses, governments, institutions in the four stages, and finds the subjects behavior for maintaining the cooperation relationship. According to statistical yearbook and selecting the input and output indicators, this thesis gets the pure technical efficiency, scale efficiency, the overall efficiency and its optimization results about the cooperation of regional innovation subjects in China’s30provinces by DEA Method. Thirdly, this thesis explores the cooperation path and mechanism of regional innovation subjects. At the organization, regional innovation subjects can form entity union and virtual alliance and follow evolution path from the loose organization, the cooperation organization to the fully cooperative organization. At the process, regional innovation subjects should follow the evolution path of communication, competition, coordination, integration, cooperation. At the target, regional innovation subjects should follow the path of product innovation, industrial innovation, and environmental innovation. At cooperative mechanisms, regional innovation subjects form three power mechanisms which are grouping force, borrowing force and avoiding force, generate four running mechanisms which are elements integration, subject conversion, output orientation, loop feedback, and construct four management mechanisms which are division coordination, benefits distribution, resource sharing, risk control.
