Innovation has become an important force which would determine the development and progress of a country since the industrial revolution.Meanwhile,the economy of China turns to high-quality development also depends on innovation,which provides new impetus for economic development.In the regional innovation system,the key is to conbinate the development of science and technology innovation with economic benefits and green development closely which can increase the conversion rate of scientific and technological innovation results in green economic development.In addition,in order to solve the serious problems such as large energy consumption and serious environmental pollution,it is quite important to pay attention to the green development while developing the economy.Regional green innovation development can reduce the problems of environment and pollution greatly.It is of great practical significance to whole country with the adoption of the mode of green development.This paper synthesizes the SBM model and the coupling model,divides the regional green innovation system into three compact sub-systems,namely the technology innovation subsystem,economic benefit subsystem and the green benefit subsystem,which is based on the innovation driving angle,uses the coupling SBM method that considers the unintended output,and selects data from 30 provinces,municipalities and autonomous regions except for Hong Kong,Macao,Taiwan and Tibet to research the overall efficiency of the green innovation system and the efficiency of each subsystem in each province of China from 2010 to 2016 and analyze the efficiency of regional green innovation system.Then,it divides 30 provinces into three types: "star type","moderate type" and "backward type" through the two-dimensional matrix diagram of the coupling coordination degree,which is based on the coupled SBM model,to improve the efficiency of the regional green innovation system and according to the development of different provinces.The following conclusions were reached:(1)For the efficiency values of the three subsystems of science and technology innovation,economic efficiency and green efficiency,different regions in the country show different levels and trend gradually decreases from East to West with the large regional differences.(2)According to the level of coupling coordination,the regional green innovation system of our country is still in the middle(low)degree of coordination and moderate coupling level.However,in the two-dimensional matrix of coupling and coordination degree,except for Hebei Province,most of the eastern provinces are located in the "star type" and "moderate type",while the central and western provinces except Shaanxi and Jilin provinces almost belong to the "moderate type" and "backward type" types.(3)China has made remarkable achievements in the development of green benefits.The average environmental pollution coefficient has decreased from 1.80 in 2010 to 0.92 in 2016,indicating that the current development of China has adequately recognized the importance of green and innovative development,and more and more attention has been paid to the control of "three waste" emissions while developing economy.Final,improving the efficiency of the regional green innovation system according development of different Quadrant(type)provinces in the two-dimensional matrix diagram to present the methods of improvement and policy suggestions.
