ABSTRACT:At present the difference of regional development between the east, the central region and the west in china have been influenced integrity and synergy of economic development. To solve this problem, the government has increased the intensity on transportation resources allocation. However, the difference of regional development was still not solved. Transportation resources allocation and regional development did not show a strong positive correlation. We should rethink the rationality and synergy between transportation resources allocation and regional industrialization.The first, this study analyzes the evolution of transportation resources allocation and regional industrialization from a historical point, researches characteristics of transportation resources allocation in regional industrial development stages, and determines the current stage of industrialization in China according to the United States and Japan’s industrialization and the development of transportation resources allocation.The second, this study analyses the difference of regional factor endowments and industrial structure in china from a space point, and determines the current stage of industrialization of the east, the central region and the west. The east is in the late stage of industrialization. The central region is in middle stage of industrialization. The west is in middle stage of industrialization.The third, this study has an empirical research to regional transportation resources allocation and industrialization in china from these indices:transport objects, cargo traffic volume, transport network and the correlation between regional transportation resources allocation and industrialization. Transportation resources allocation and industrialization of the east, the central region and the west have been shown the synergy from transport objects index. Transportation resources allocation and industrialization of the east, the central region and the west have not been shown the synergy from cargo traffic volume index. Transportation resources allocation and industrialization of the east, the central region and the west have not been shown the synergy from transport network index. In the east, it has been shown the synergy from the correlation index between regional transportation resources allocation and industrialization. In the central region, it has not been shown the synergy from the correlation index between regional transportation resources allocation and industrialization. In the west, it has not been shown the synergy from the correlation index between regional transportation resources allocation and industrialization.Finally, this study analyses the impact of the synergy between regional industrialization and transportation resources allocation in China to factor endowments. The un-synergy between regional industrialization and transportation resources allocation in China is not only affect the efficiency of factor endowments structure of the east and the resource advantage of the central region and the west, but also slow down the rate of capital accumulation. There are two impacts to factor endowments mobility. The first:the waste of resources increased the transaction costs, reduced the efficiency of factor allocation. The second:it was unreasonable to division of labor and trade structure. It hindered regional comparative advantage and formed behindhand production system.Thus, the improvement arrangement of regional transportation resources allocation: The first, irrational factors in industrial structure of the east region were the origin of exceptional allocation of cargo traffic volume in the east. It is not the problem of transportation resources allocation. So transportation resources allocation in the east only need to adjust with the industrial structure changes. The second, railway mileage allocation in the central region and the west were suitable for industrialization. But railway resources allocation in addition to railway mileage have serious problem. So the central region and the west should focus on railway resources allocation. The third, to China’s overall transportation resources allocation, transportation resources allocation in the central region and the west were insufficient in particular the railway resources. So government should focus on transportation resources allocation in particular the railway resources in the central region and the west, reverse the situation of mainly to road transport and balance transportation resources allocation between the east, the central region and the west.
