Evaluation Of Regional Public Service Financial Resources Allocation

With the acceleration of regional development integration process,the links between the regions are increasingly close.While the regions seek simultaneous development,new problems are emerging.One of the important issues is how to ensure the quality and quantity of the same public services jointly provided by multipleadjacent areas are effectively safeguarded and to assess the efficiency.There are great differences in the development of different regions of China,the direct result is the ability of different local governments to provide public services.The large financial gap between local governments cannot guarantee the relative equilibrium supply of shared public services in those regions.In order to solve the problem,the central government proposed to balance the local fiscal level through transfer payments to ensure that the shared public services between the regions can get adequate financial resources.This paper discusses the comprehensive theoretical basis of financial resources allocation of cross-regional public service from four aspects of public service provision,regional development strategy,cross-regional public service and financial resources allocation,and focuses on the concept and characteristics of cross-regional public service.Then,the function mechanism of financial resources allocation of cross-regional public service is proposed in combination with the regional public service and financial resources allocation.On this basis,taking transport infrastructure asa typical representative of cross-regional public service,the paper calculated and analyzed the traffic data from 2007 to 2015 from two angles of qualitative analysis and quantitative analysis.Then,this paper briefly discusses the situation of the financial resources of cross-regional public service allocation,puts forward the problems of financial resources allocation,they are: larger regional infrastructure lead to different regional development speed,the large financial gap between adjacent provinces is not conducive to the balance of public service areas,the oneness of resources lead to regional economic disparity,and regional development gap.After referring to thecase and experience of resource allocation of cross-regional publicservice in other countries,the policy recommendationsare given to optimize the configuration of financial resources of cross-regional public service.
