Research On The Coordinated Development Of The Allocation Of S&T Resources, Technolo-Gy Transfer And The Regional Economic

With the development of modern science and technology and the advent of the knowledge economy, science and technology as"the primary productive force"has become the decisive power of the economic and society development. Although China implements the strategy of"Revitalizing the nation through S&T and education"earlier and promotes the progress of Science-technology by reforming the technique system and increasing the input in Science-technology year by year in a short time, the real situation of the low resource allocation efficiency & low technology transfer effectiveness have no fundamental change on the whole,especially,the situation in view of regional level is more serious and have been the dominating contradiction in the system of S&T and economy.This paper, insisting the question-oriented approach, following the research thought of"problem-posing, analyzing and solving"and combining theoretical studies and empirical research upon Tianjin, views the S&T resource allocation and technology transfer as a realization of continuous economic process based on the microscopic mechanism analysis, then develops in-depth analysis against the above problems in the regional S&T and economy system on the macro level.The main body consists of six parts, including eight chapters totally.The first part, Introduction, i.e. Chapter 1, mainly expounds the research background, purpose and meaning, the basic structure of paper and main contents, research method and technical line, as well as major innovations.The second part, Summary of Domestic and Foreign Research, i.e. Chapter 2, the writer summarizes and concludes relative domestic and foreign research results about the coordinated development between S&T Resource Allocation, Technology Transfer and Ragional Economic System.The third part, Theoretical Basis Analysis, i.e. Chapter 3, the writer expounds theoretical basis from the systematic basic theory, Collaborative Theory, Resource Allocation Efficiency Theory, Game theory and New Institutional Economics in this part.The fourth part, Theoretical Research, that is, Chapter4, Chapter5 and Chapter6, in chapter 4, the writer discusses theoretically the macro-dynamic mechanism of S&T Resources Allocation, Technology Transfer and Economic System, as well as the circular synergy mechanism between subsystems.In the fifth chapter, the writer analyzes the Micro-Mechanism of regional S&T Resource Allocation and efficiency evaluation, rating question. (i) About the financial resources of science and technology studies, the author develops, respectively, both from the government and enterprises'angles. The government investment in science and technology focuses on the Government functions and its management, supervision and evaluation mechanism. The enterprises financial investment was demonstrated by Markov-chain theory, the multi-objective fuzzy decision theory and the technology investment decision-making mechanism. (ii) The studies on regional technique human resources disposition, from the microscopic point, which was based on Incomplete Information Game Theory, establish the show model of technique human resources'value and analyze deeply the essential meanings. (iii) The research on the allocation of regional technique fundamental material resources and regional technique information resources focus on comprehensive discussion to how to achieve a regional sharing. (â…³) Finally, about the overall efficiency evaluation on regional S&T resources allocation, the writer establish the input-output flexible estimate model of regional S&T resource overall efficiency and total regional R&D resources allocation model.The sixth chapter analyzes the micro mechanism of the regional technology transfer and efficiency evaluation problem. The two representative technology transfer styles with enterprise as their main body--technique transaction and cooperation research, separately use the Game Theory and the Fuzzy Evaluation Theory to carry out the deep analysis to the Interior Mechanism and its conditions. The result shows that the efficiency of the technology transfer is determined by the asymmetric level of the technique market information. The success of the cooperation research is determined by the fairness and reasonability of its Revenue Allocation Mechanism. And the Revenue Allocation Mechanism is determined by the risk evaluation in the process of the cooperation research and the risk undertaken degree of ally; as to the research of the Technology Transfer Mechanism promoted by the government, the conclusion shows that the accurate location of the government technical function and the perfection of the fundamental market system are the key factors that determined its efficiency. Finally, based on the multiple main bodies and levels theoretical recognition of the regional technology transfer, it established the integrated index system of the regional technology transfer and used it as the indirect evaluation base on the regional technology transfer.The fifth Part, Empirical Research, namely chapter7. Based on the theoretical research of the fourth part, the seventh chapter carries out the empirical analysis on the total efficiency, major effected factors of the S&T Resources Allocation and Technology transfer and the coordination relations of the regional economic development in Tianjin, And the calculation of the Tianjin technique production flexibility shows the marginal production flexibility of the technique financial resource factors are higher than the marginal production flexibility of the technique personal resource factors and the research capital stock has higher marginal production flexibility than other input factors. Therefore, on the whole, Tianjin should continue to add its input on the technique financial resources, especially on the accumulation of the research capital stock. The analysis of the calculation of the total allocation effect of research resource and the system influence factors show that under the present scale and the structure of Tianjin, deepening the reform of the government administrative system, resolving the mismatch and imperfection problems existed in the process of the enforcement of the government technique function have become the most impossible mission of the total allocation effect of the perfection of the Tianjin regional technique research resource.At the same time, strengthening the market system factors of all levels, establishing legal, acceptable, perfect market economical system are still the essence of the promotion of the perfection allocation of the regional technique resource.Finally, the sixth part, the conclusion and the expectation, are the systematic statement of the research conclusion of the whole thesis and the expectation of the future research orientation of the related area and its systematic analysis framework.
