Study On Allocation Of Regional Innovation Resources In Jiangsu Province

In 1912, Joseph Alois Schumpreter put forward the concept of innovation in his book named the theory of economic development for the first time. More than a hundred year has passes and the theory of innovation has undergone deep development. With the development of economic globalization and regionalization and the emerging of knowledge economy, science and technology has gradually become the fundamental point to push forward the economic development of a region. Meanwhile, the ability to innovate has also been a crucial factor of the economic development and international competitiveness of a region. The integration and allocation of the resource for innovation, which do as the substantive basis for innovation, play a great role in the development of regional innovative ability.This paper firstly analysis the statement of allocation of resources in innovation in Jiangsu Province with both qualitative and quantitative method. Then, on the basis of the result due to the previous analysis, it sums up problems of this point and gives out the courses of these problems. At last, it makes several suggestions to optimize the resource allocation. As to the analysis of the statement of resource allocation of innovation in Jiangsu Province, this papers mainly states in the following three points as factor, pattern and efficiency. Factors include the main factors, the input factors and the environment factors. Efficiency in this paper is a comprehensive concept of both vertical analysis in the time dimension and the lateral analysis in the space dimension. The result shows that the ability to relocate the resources to innovation is a bit weak feathering the relative inappropriate scale, the small intensity, the unreasonable structure and the low efficiency of the allocation of resources to innovate comparing with the high economic development level of the whole province. All of these above are subject to a large extent to the uneven economic development, the incomplete growth of the body of innovation, the not so well development of the mechanism to forester the talents as well as the system provided to sustain the regional innovation.Therefore, in order to keep the fast, sustained and sound development of the economy in Jiangsu Province, the ability to relocate the resources to innovate should be improved and the regional innovation capability be improved as well. Only in the way can the economic growth method be transferred and thus be on a way of sustainable development of economy and society.
