A Research On Transition And Development In Yangtze River Delta In The View Of Modernization

Since entering21st century,Yangtze River Delta has attracted world attention with its rapid economic development and regional integration trends.However,some new problems and contradictions came forth continuously:the shortage of farmer workers began to appear in2004;a large bloom of blue-green algae in Taihu Lake caused water quality to deteriorate severely in2007;foreign investment come down owing to the impact of the financial crisis in2008,and many businesses have closed down because of the recession……With the change of support elements of economic development in the Yangtze River Delta,the traditional unbalanced, uncoordinated and unsustainable extensive growth pattren has come to an end,so it is imperative for Yangtze River Delta to promote the transition of economic development pattern. The successful completion of the transition is relation to realization of regional modernization as well as an internationally competitive world-class urban agglomeration during next two-three decades in Yangtze River Delta.From the perspective of historical studies, development of any society is not line,and it can be said that transition is the turning point and "breathtaking jump"in the process of social development.Before the industrial revolution, the pace of economic and social development is relatively slow, so this "breathtaking jump"performance is not obvious.However,the industrial revolution greatly accelerated the speed of economic and social development, and phasic variation and shift is more frequent.Therefore,the history and theory of modernization can provide a new perspective for study on current transition in China. Based on this,the paper tries to seek the inner link of transition and modernization through analysis of world modernization process,which can provide theoretical support for the transition in our country. Then the transition and development in Yangtze River Delta is analysed theoretically and practically on the basis of unscrambling current transition in China. The main contents and results are as follows:(1) It is necessary that transition occurs in the modernization process. This paper attempts to seek for inner relationship between transition and modernization in the view of modernization.As overall social change, modernization includes development of productive forces and adjustment of the relations of production.It is contradictory movement of the productive forces and production relations that promotes modernization process. So it is necessary that transition occurs in the modernization process, and transition is a result of adjusting and coordinating between productive forces and relations of production.(2) Our country is be confronted with the fourth transition in the modernization process, which is a comprehensives and composite transition. This transition is different from the three previous transition, and it is a comprehensive, diverse, complex transition.To adapt to the requirements of comprehensive modernization,the fourth transition should be coordination of"five parts":economy, social, political, cultural, ecological development.(3)Transition is a inevitable choice"space-time resonance"for Yangtze River Delta,which is the unification of two-dimensional spatiotemporal and five-dimensional content transition. The paper analyses the transition and development of the Yangtze River Delta, theoretically and practically.The development of urban agglomeration necessarilly goes with the change of regional structure of urban agglomerations,so optimization of spatial structure is also necessary for Yangtze River Delta.So we should emphasize the internal integration and the coordinated growth of spatio-temporal transition,and five comprehensive transition in content.(4) There are many structural contradictions in the development of the Yangtze River Delta which is the realistic basis of the transition.The development in Yangtze River Delta has entered a "turning point",not only in theory but also in practice.The paper analyses the present development condition and contradictions in Yangtze River Delta based on a huge mass of data.(5)In recent years, the overall trend of the transition and development is good in Yangtze River Delta, but the transition coordination is still not adequate in various fields.The paper constructs transition development index(TDI) and evaluation index system, determines the weight of indexes combining with analytical hierarchy process (AHP)and entropy method,and makes horizontal and longitudinal comparative analysis on transition in Yangtze River Delta.(6) It is faced with constraints and opportunities for the transition and development in Yangtze River Delta.Restrictions are analyzed from the following respects:the traditional concepts of development, system defects, defects of the development strategy,weak capability of independent innovation, and so on.Then transition and development opportunities are analyzed from four levels:urban, regional, national and international levels.(7) The content of transition and development in the Yangtze River Delta is extensive,so we need to difinite overall plan, transition focus and key countermeasures The author proposes the guideline of transition in accordance with the goals of transition,defines key control fileds of transition,puts forward the main countermeasures,such as optimizing the industrial structure,strengthening independent imovation,deepening the reform in various fields,enhanceing the core urban functions, promoting regional integration.
