Study Of Dynamic Mechanism And Mode For China’s Coal Production Capacity Regulation Policy

This paper analyzes the problems arising from the fast growth of coal capacity in our country.Then it puts forward that the government should establish coal capacity regulation and controlmechanism under the condition of market economy, and maintain the overall balance betweensupply and demand. These methods are of great help to realize the coordination and sustainabledevelopment between coal industry and the resources and environment for national economy.Thisarticle makes a quantitative analysis of the gap between supply and demand of coal and the reasons,pointing out that the gap between supply and demand is the root cause of the rapid expandingcapacity. In the long run, the increase of China’s coal production capacity is flexible, which has alarger adjustment space.Next, this paper analyzes the concept and connotation of coal capacityregulation, constructs the coal capacity regulation system from the perspective of reason, methodand effect, and analyzes its operating mechanism. Then, this paper analyzes the coal power source ofcapacity regulation policy and its dynamic mechanism, and establishes the SD model for coalcapacity regulating. Combined with the macro-control system simulation results under differentscenarios, the effectiveness and feasibility is analyzed, and so is the effect of different control modes.Finally, this paper establishes evaluation index system for policy effect on coal capacity regulationand control, and puts forward the methods to evaluate policy.
