The Qing dynasty administration of Tibet is the longest time span and the widest coverage. Scholars study on governing Tibet in the Qing dynasty is still focused on the political system. This paper attempts to study from the economic policy on Tibet in Qing dynasty and descriptThe Central Government of Qing dynasty’s governance of Tibet.Tibet and the Qing regime begun tocontact before entering the Central Plains, at the same time Huang tai ji had begun reward Tibetan political and religious elitesby Angel. During shunzhi period the Central Government of Qing dynasty take the economic reward policy for Tibetan political and religious elites and tea-for-horse trading policy In order to defend the Southwest and Northwest Frontier situation.During Kangxi period the Central Government of Qing dynastynot onlycontinued the reward policy and Tea-for-horsetrading policy but also take Compassionate policies and Controlling the trading between Ministry of the junggar basin, Xinjiang and Tibet and Water Conservancy construction in Tibet.The Central Government of Qing dynasty enacted the aftermath section13of Qinghai which is the first legal about Tibet economy policy.
