The Research On Evaluation System And Mechanism Analysis Of Convergence Of Informatization And Industrialization

Putting forward the convergence of informatization and industrialization is a huge project to promote our country’s socio-economic transformation, a long-term task to accelerate the new industrialization and a major strategic initiative to achieve a sound and rapid development. However, because the convergence process is rather long, there is a need for a holistic evaluation system for the government, industry and its authorities in charge, and enterprises to analyze situations, make plans and policies. All of the above are conducive to promoting a better, faster and more effective convergence, leading our country to a harmonious information society with sound developement in informatization, industrialization, urbanization, marketization and internationalization. In view of this, this dissertation researches on the evaluation system and mechanism of the convergence of informatization and industrialization. The dissertation includes six parts as followed:The first part of the dissertation introduces current situation of, from home and abroad, researches on industrialization and its evaluation systems, researches on informatization and its evaluation systems, researches on relationships of industrialization and informatization and their evaluation methods. It reviews current situation of researches on evaluation methods about the convergence of industrialization and informatization. It describes the research background, goals and purposes. Also, it briefs on the research rationale and chapter arrangements. Based on the above-mentioned, this part clarifies the research routes and methods.The second part of the dissertation is the theoretical foundation。 Based on theories from industrialization and informatization and a comprehensive review of the ideas and thoughts from theories of industrial convergence, comparative advantages, late developing advantage, dual structure, deteriorating trade terms, industrial anti-gradient-propelled developing, this part specifies the theoretical and practical background for convergence of informatization and industrialization and introduces related works and policies of China’s promoting the convergence. Furthermore, it analyzes Beijing’s case of convergence by introducing the current situations of industrialization, informatization and their convergence.The third part takes the equipment manufacturing industry as a case to build up a convergence evaluation indicator system and explain their connotation and calculation methods. By doing factor analysis on data from questionnaires, we can extract factors from evaluation indicators of convergence of equipment and informatization. Using the factors, the author calculates weights of the main factor, weights of different indicators upon factors and weights of all indicators in the whole indicator system. In addition, the study puts forward various indicators of evaluation criteria, and on this basis, builds an index model of convergence of informatization and industrialization. The article also conducted an empirical study to verify the feasibility of the evaluation. The fourth part invites theories of system dynamics and builds up a model concerning the government, informatization environment, economic system and production sector. Through detailed analysis, it explores the importance of the relationships between information society building and the convergence, the role of government in the converging process, the informatizational investment level of production enterprises, as well as human resource planning.The fifth part, based on the premise of a convergenced socio-system proposed by chapter four, analyzes the convergence system from the view of organizational ecology. It constructs an institutional model of the converging system self-organization evolution, and also a competitive and collaborative model of system self-organization evolution. It reveals its’features of system self-organization, evolution process and stages. Also, it analyzes the organizational environment, the environmental constituents and their effects of the convergence as well as the converging impact on organizational boundaries. Based on the analysis, the paper provides guidance for policy making to lead an indepth development of the convergence.The sixth part generalizes the research results and gives out a further search agenda. Based on the previous analysis, it puts forward suggestions such as the industrial policy making, human resource planning and certification, etc., so that it can lead to a more indepth convergence building process.
