The Demobilized Officers is a kind of special group. Their educational trainingsbefore transferring to civilian work are not only directly related to the employmentdevelopment and life quality of themselves and to the harmony and stability of thesociety, it also influence the stability of servicemen and national defense constructionbecause of the process effects. Especially with rapid development of modern scienceand technology, background of increasingly frequent contacts between countries andeconomics, human resource has become the first resource unquestionably. Humancapital has turned into the critical factor of society and economy under globaleconomic integration. The educational trainings before transferring to civilian work ofex-servicemen have gradually become an important issue with social concern. Afterthe ending of cold war, most countries all over the world generally paid attentionto the ex-servicemen’s training work. Most countries took the training as an importantmeasure of properly arranging and effectively developing the resource ofex-servicemen. The training was also treated as an innovation of arrangingex-servicemen’s system and an important component of national strategy ofexploration of intellectual resources.Officers transferred to civilian work are important component of demobilizedofficers. After new China set up, there were over4million military cadres transferringto civilian work. Our country has also properly arranged over6hundred thousandofficers transferred to civilian work since the year2000and every-year transferringofficers are over40thousand in recent years. Such large scale of officers transferredto civilian work has made up an important component of human resource system.They are also important power of economic construction and social management andservice of our country. Developing officers transferred to civilian work has gonethrough60years with growing of new China. On the one hand, we have accumulatedplenty of precious experience and had enormous effect, such as the gradually growingat institutional improvement of transferring officers, no matter the allocation oftraining institution or training teachers, training contents, setting up of training courses and training ways also have significant effects. Training career of officerstransferred to civilian work has become an important human capital lifting platform,and played a positive part in millions of transferred officers stepping out of the armyand starting civilian work. It helped them realize transferring from army to society.And it also helped them become the fresh troops and gave powerful supports ofeconomic construction. On the other hand, trainings of transferring officers aredifferent from other general educational trainings because the characteristic that it isdominant by the country or government is very obvious.When time goes on with the second decade of21stcentury, training of officerstransferred to civilian work in our country has turned into network era characterizedby innovation and development with both opportunities and challenges. Especiallyunder the historical background with constant deepening of reform and opening up inour country, gradually establishing and continuous completing of social marketeconomy system and appearing of fundamental effect of resource allocation in marketcompetition, training of officers transferred to civilian work is inevitably changing nomatter in the macroscopic historical background, mesoscopic operating mechanism ordemand and supply of microscopic behavioral agent. Therefore, as the behavioralagent of participating in the training of transferring officers, such as the social relatedorganization, governmental competent department, officers transferred to civilianwork themselves and researchers, not only do they need to realize the significance oftrainings of officers transferred to civilian work under the new situation, but also theyneed to comprehend exactly and seize the fundamental feature and inherent law oftraining pattern of transferring officers under the new situation. It means as one of thesubjects of liability with importance degree-government competent department shouldbe familiar with the training and effects of officers transferred to civilian work. Theyshould also scientifically assess and analyze the training system, deeply study theentire mechanism and the influence of training of officers transferred to civilian workand complete the training pattern of officers transferred to civilian work to adapt tothe new situation as far as possible. Only in this way can they achieve the goal to effectively develop the precious human resource, promote the employability andmake the purpose that successfully transferring people with ability from nationaldefense and the army building to local party and government administration as well aseconomic construction come true.Based on above-mentioned background and foundation, this study is going totake the officers transferred to civilian work as research objects and apply the moderneconomics, management, sociology as well as other subjects’ analysis tool andmeasurement model. This study is also going to combine mass survey data of officerstransferred to civilian work, conclude feature and mechanism of the representativepattern of officers transferred to civilian work and empirically analyze the demandand training effect of the transferring officers. This study will straighten out theoperating mechanism of the transferring officers as far as possible, that means underlead of the scientific theory of transferring officers, practice initiatively, advance withthe times, become pioneering and innovative, promote the innovative development ofthe training work among transferring officers and put forward some relevant policysuggestions about the future of training transferring officers in our country.The paper includes8parts: The first part is mainly introducing the background,purpose, significance, frame of the paper and research ideas of training officerstransferred to civilian work. The second part concludes the research results andrelevance theory at home and abroad entirely and deeply. The third part systematicallyreview the training work of officers transferred to civilian work from the beginning ofsetting up new China and the course as well as main content of transferring officersduring each period. The fourth part mainly analyze the major characteristic of theexisting representative pattern about the transferring officers in our country. The fifthpart is about the empirical analysis of training need of the existing transferringofficers in our country. The sixth part is empirical analysis of training effect amongtransferring officers in our country by means of cluster and comparison. The seventhpart analyzes and takes example by training patterns of transferring officers in foreigncountries. The eighth part is going to construct a new pattern of characteristic Chinese training of officers transferred to civilian work.Although I tried to use multidimensional approach to researching the mechanismof training model and assessment of demobilized officers in China, but owing to thecomplexity of the problem. Some wrongs will inevitably exist, so I obtest expertscolleagues and friends to propose more suggestion on this problem.
