Research On Chain Of Governmental And Party’s Grass-roots Cadres From The Perspective In Ideological And Political Education

The Party’s seventeenth session of Fourth Plenary Session pointed out that itwas important to build the chain of training the grassroots cadres. According tothis requirement, the gonverment’s super task is how to build the chain oftraining the grassroots cadres.The chain of training the grassroots cadres connects the training, selectionand assessment of cadres as a whole, highlights the "grassroots" and"chain"."Grassroots"stressed the importance of grass-roots services for peopleoriented,"training chain" concept embodies the strengthening cadre teamconstruction requirements, vividly pointed out: the grass-roots cadres trainingwork should have a close loop mechanism.Ideological and political education as an important part of grass-roots dailyroutine, is to strengthen the important guarantee of the construction. This paperselects this unique perspective, people in the construction of grass-roots partyand government cadres training in favor of strengthening the ideological andpolitical education of cadres, chain process, respect the individual value and need.The party and government cadres training chain theories include classic theoriesof Marx and Engels about training cadres, Incentive Theory, Post-adaptationTheory, Competence Theory and Leading Cadres Growth Cycle Theory.Establishment of grass-roots party and government cadres training chain canmeet the needs of China’s reform of the political system, economic developmentand social progress, and fully application of the basic needs of China’s basicnational conditions, and also helps to strengthen the cadre troop quality andability, and perfect the cadre and personnel system in China, so has importanttheoretical and practical significance.On the basis of summarizing and sorting the senior scholars’ research results,this paper first defines the concepts of the chain of training the grass-roots cadres,stesses the important significance and theoretical basis of the chain, andexamines the present situation of selecting cadres from the grassroots level, andpoints out that the construction of the chain of the construction of the problemsexisting in the process of training of the primary party and government cadres.This paper sets up a new chain including three links,"the chain of cadres training ","the chain of selecting cadres ", and" the chain of checking cadres".Respectively from the three aspects of construction of the chain of trainingcadres, and from the perspective of the whole line we construct the chain offostering the cadres in grassroots.With the review and analysis on the policy of Party and government cadrestraining in initial stage of New China founding, training status during the culturalrevolution, policy of Party and government cadres training in the stage ofreforming and opening up policy, and policy in the new century, coupling withthe further experience summed up and lessons learned, it provide mirrorimprovement and innovation for the current and future line of party andgovernment cadres training chain. Pay attention to the learning is the distinctcharacteristics and political advantage of our party, and be good at learning is thesharp weapon of our Party.Overall, based on the spiritual guidance to promotecadres from the grassroots level cadre, the party and government organs at alllevels carried out a series of activities, mainly the two forms of "select send" and"selection on". This series of activities let a group of the line from the grassrootscadres, Party members, workers, farmers, technical management personnel,teachers and so on into in the party and government organs. Thus it promotes theestablishment, reform, development and perfection of the grass-roots front-linecadres mechanism. However there are some practical problems such as theexisting selection standards are not unified, selection procedures are not strictlyexecuted, some talents with true ability could not be selected into the reservecadres and rather low degree of democracy in the process of selection. The mainreasons lie in two aspects, one is thoughts and ideas, and the other is system.The chain to train the Party and government cadres and production line ingrassroots organizations is a systems engineering, basic level cadre selection,training and assessment, and various relevant ways, methods, position and so on,are an internal subsystem, which has the contact of interrelation and relibility. Asfor selection links, it has outlined the selection system of our party inspectionsystem, supervision system, principles, requirements, recommend the mode,analyzed the existing problems and causes, amd refined the cadres, massesaccepted, according to law, fair competition, have both ability and politicalintegrity and other basic principles of selecting chain construction, put forward the main ways to improve the selection of chain the important measure tostrengthen the effective supervision and selection of chain. Cadre training, as animportant part of "the cadre training chain", including all kinds of training, theexchange of cadres and hangs duty to take exercise, then analysis itsshortcomings, puts forward corresponding solving measures, with particularemphasis on the application of research teaching in cadre training, and hangsduty to take exercise and the exchange of cadres of the two kind of importantforms. In the examination, analyzes the content of basic level cadre assessmentchain, analyzes the current situation and reasons of China’s grass-roots cadres,puts forward some operable measures accordingly, with emphasis on thetreatment of the distortion in the assessment, establishment and application andappraisal feedback mechanism.Three organic link of selection, training, assessment can not be separatedfrom the culture of grassroots cadres training, amd the cadres cultivation chainshall established from the three links. Among them, in the process of buildinggrass-roots cadres chain the diversified selection methods shall be appied, andgrassroots level cadre selection criteria shall be modified; In order to improve theselection of cadres supervision and security system, in the process ofconstruction of culture chain link in the cadre, we should strengthen the trainingof cadres, the cadres and hangs duty to take exercise. This postison holds that insuch link, research teaching is the method close to reality, in accordance withbehavior main body characteristic demand of basic level cadre. Empiricalanalysis shows that "We-Media" mechanism has significant effect in theconstruction of grass-roots cadre assessment mechanism of chain. And themechanism attaches importance to the feedback link, which effectively reducethe interference threshold, so as to realize the self feedback, and self supervision.
