An Analysis Of Issues & Countermeasures Related To Ideological & Political Education Of Party Cadres At Grass-root Tax Authorities

The report of the 19 th National Congress of the Communist Party of China pointed out: China's economy has shifted from a high-speed growth stage to a high-quality development stage,and it is now in the key period of changing the development mode,optimizing the economic structure,and transforming the growth momentum.The construction of high-quality and professional cadre ranks admits of no delay.In this long-term operation to improve the work style of the cadres and establish a good social image,the leading role of the party members is particularly important.Grassroots taxation party-member cadres are at an important part of the national economic chain.To do a good job in the ideological and political work of this group of people can lay a solid foundation for the sound development of Chinese economy and create conditions for a strong taxation group.The grassroots units are in vertical end of the information transmission in the administrative departments,which leads to their lagging behind in ideological and political work.In addition,the grassroots taxation party-member cadres are the main bridge for communication between taxation departments and taxpayers,who are more vulnerable to beneficial temptation and other situations that would shake the ideological and faith of cadres than those of the departments at higher levels.All above are problems that need to be solved in the ideological and political education of cadres.Doing a good job in the ideological and political education of grassroots taxation party-member cadres has an important significance in raising the image of taxation cadres in the hearts of the public,strengthening the economic leverage of the taxation system,and promoting the sound development of the national economy.In this paper,we adopted the research thoughts of “discovering problems?identifying causes?resolving problems”.Based on the questionnaire survey method and case analysis method,we studied the ideological and political status and the existing problems of grassroots taxation cadres at the current stage.With the help of Donald E.Super's theory of occupational values and ideological and political education methodology,we analyzed the causes of the existing problems including single educational method,inadequate specificity and poor work performance of ideological and political education for grassroots taxation cadres at the present stage,and proposed corresponding specific countermeasures,so as to provide view support for the ideological and political research of grassroots taxation systems in the future.
