In the21century it has been the Academia’s focus and researchbackground to review the past thirty years of social transformationssince the reform and opening-up. So it is with the CPC in her researchon the party building. Generally speaking, the formation ofgovernment-led social market has posed both challenges and opportunitiesfor the Party to reform, reorganize social interests and reconstruct herpower. It is against the very background that the Party’s powerreproduction has received much attention. Given the nature of Power andthe special position of the CPC both as the leading party and the rulingparty, the research herein focuses more on the issues concerninglegitimacy and enhancement of the Party’s ruling ability.The existing research is generally conducted from the following threeperspectives: analysis of the state and the society, resource analysisand social ecological analysis. Despite their respective focuses, allthe three perspectives tend to explore from an abstract macro-level butfail to take account of issues at the micro-level yet close to the fieldof practice. The research herein, reflecting on those unexplored issuesconcerning the above-mentioned perspectives, follows it up with its ownfocus and logic: Feasibility taken into the Party’s power reproductionstrategy, this paper adopts the resource dependence theory and, from theactor’s perspective, intends to explore the questions as follows: Howdoes the grass-roots party organization think of and respond to the rapidsocial transformation? What logic does the grass-roots partyorganization employ in its effective cognition and response? How doesthe grass-roots party organization reconstruct its power for power reproduction in relation to the changed environment? The very questionslead to the research on the logic and the institution of powerreproduction in the grass-roots party organization. From the analysisof the preceding questions, the paper brings two points into focus: howto attain the effective power reproduction in the grass-roots partyorganization and how to enhance the ability of the grass-roots partyorganization.The resource dependence theory concerned in the research contributesmost to the idea of how to transform the environment’s restrainingeffect into the facilitating one. Through in-depth analysis of thedependent relationship, the organization gets to know its environmentbetter and adopts the corresponding operation strategy to adapt to ortransform the environment for its power construction. Besides, theresource dependence theory takes the organization as an actor andemphasizes the power of the organization whose strategy relates closelyto the power of acquiring the resource and controlling others. As powerderives from mutual dependence, power per se is the object of productionand power reproduction hinges on its effective control and managementof the dependence concerned. It is from the very perspective of theresource dependence that the paper explores the innovative process ofthe L neighborhood grass-roots party organization in establishing thesunshine Party service post and the service center for the Party and theMasses. The field study therein lasts for half a year in which datacollection is based on literature review, direct observation, the smallforum and the individual interview for the case study. It is worthy ofnote that the interview of the core people concerned helps shed lighton the system of interaction between the L neighborhood grass-roots partyorganization and others. The research herein finds that the innovation of L working committeeof neighborhood party as a grass-roots party organization is more dueto its responsiveness to the environmental challenge than its completionof the work assigned by the superior party organization. It is throughthe in-depth analysis of mutual dependence that the L neighborhoodgrass-roots party organization has acquired a better knowledge of itsenvironment that during these three decades since the reform and openingup transformation has been under way from the passive compulsorydependence stage to the active optional dependence stage so that thereis a great necessity for the Party organization to readjust itstraditional power for the sustained development and innovation. The casein point is the sunshine Party service post and the service center forthe Party and the Masses: The former is innovative in reforming itsorganizational institution as an “intermediary organization” toacquire more room for maneuver, as well as in exploiting the symbolicrituals to establish its cultural identity and mobilize the public.Besides, in response to the current situation,as the big modern Partyconfronts in its development, the Sunshine Party service post is devotedto coordinating with the Party,strengthening and expanding itsfunctions in service, expression and communications; The latter isinnovative in establishing the integrated service station within theoffice building to enhance its strengths, in initiating the communityParty committee to build the environment beneficial for its operationand negotiation as well as establishing the “red boat”, the non-profitcommunity service station, to construct and manage its legitimacy.Whether it is the former that taps its interior resources to adapt tothe environment or whether it is the latter that mobilizes andreallocates its exterior resources to transform the environment, further research on the above-mentioned case reveals its relation to theorganization’s effective management and control of dependence as wellas the operation strategy for its power reproduction and therein liesthe main focus on the institution and the logic of power and dependencein the Party organization’s power reproduction and the future directionof the Party organization’s ability enhancement.
