With the acceleration of China's modernization process,China's social structure and social contradictions are undergoing profound changes.The Nineteenth National Congress of the Communist Party of China explicitly proposed to form a social governance system that is based on the leadership of the party committee and the government,and devotes itself to building a social governance structure for joint governance and sharing,handling internal conflicts among the people,strengthening social coordination,and attaching importance to public participation.Efforts should be made to ensure a system of prevention and resolution of social conflicts so as to further strengthen the construction of a social governance system.The activities of social organizations should be fully stimulated,and the role of social organizations should be fully played to achieve government governance and social adjustment.Under the social background of innovative social governance,deepening social reform,and transforming government functions,China's social organization construction at this stage has gradually emerged as a trend of “small government” and“big society” in the course of continuous progress.As more and more social organizations actively participate in social governance,they will break the traditionalgovernment-led single social governance system.Based on China's national conditions,social conditions and public sentiments,social organizations have different paths and modes in their generation,development and operation.In Shanghai,around the building of a harmonious community,grass-roots management represented by sub-district offices carried out innovative innovations in innovation in social governance and changes in the mode of provision of public services,and developed a variety of societies.Organizations,in a variety of governance innovation practices such as the transformation of government functions in sub-district offices and innovation in the provision of public services,these social organizations actively participate in the construction of social governance in various ways and identities.This article selects T-street,which is the pillar of Shanghai's cultivation and introduction of social organizations and participates in social governance,as an entry point.Under the guidance of the theory of resource dependence,through the practice and exploration of social organizations participating in social governance in T-streets,the external resources are summarized.Highly dependent autonomous mode,embedding mode with higher dependence on government resources,and cooperation mode with higher government resources and market resources.Three social organizations participate in the mode of social governance and compare these three modes..Summarized the effectiveness and deficiencies of social organizations participating in social governance,and put forward corresponding countermeasures and suggestions on the issues.This article uses a combination of literature,interviews,and empirical analysis.Through consulting and analyzing relevant publications,absorbing and summarizing the research results of the predecessors,we found that the current research is insufficient and problems that need to be further explored.Through interviews and investigations with several social organizations in the T-street of Pudong New Area,they have obtained many first-hand materials,summed up the three types of social organizations' participation in social governance,and sorted out the current experiences and achievements of social organizations in participating in socialgovernance.The organization participates in social governance and makes recommendations.Chinese social organizations are still at the initial stage of development.For the moment,it is still government-led to guide them to participate in certain social and public services.It is difficult for the government to grant certain administrative authority to social organizations.Social organizations participating in social governance in China should follow the development path of resource dependence theories,allowing the government to invest more resources and integrate multiple social resources to support and encourage social organizations to participate in social governance and better meet the needs of China's innovative society governance.
