With the needs of China's economic development,political system reform and social governance,social organizations have made great progress.A variety of resources are also encouraged to enter the social field by the state,and social organizations become important social governance forces outside the government and enterprises.In recent years,a group of social organizations have been established and developed due to the promotion of administrative forces.However,they are caught in a shape vortex,due to the inadequacy of their own positioning,or excessive dependence on the government.There is also the instability of the development environment,which leads to the serious deterioration of its development continuity and survival basis.How can we avoid these problems and encourage social organizations to take advantage of their own advantages,and how to make better use of resources and then play a role in promoting social governance and improvement? In the development of guiding practice,further research on this issue has positive practical significance.As far as the existing research is concerned,the research on administrative-driven social organizations is not sufficient.It not only lacks the research on the changes of resource demand by social organizations at different stages of development,but also the research on the treatment strategies of government organizations when acquiring different resources.Based on the theory of resource dependence,this paper is based on an administrative-driven social organization,analyzing the relationship between the growth path and resource dependence of this social organization.How to adjust the development strategy while acquiring resources;how do organizations interact and interact with each other? what is the logic behind different development strategies?The dependence of the government and social organizations is mutual,and both sides are in order to obtain the resources needed for development.Therefore,the analysis framework of non-equilibrium dependence is proposed.In order to improve the state of imbalance,social organizations adopt different development strategies at different stages of development,and strive to obtain more independent development space for social organizations.This study used in-depth interviews and other research methods to collect the development data of P firms and conducted detailed analysis.Then,the interdependence between organizations and governments was studied separately from the perspective of resource dependence.At the beginning of the establishment of P,the street government was in order to solve the conflicts in the re-election of many communities in the industry,and due to the rich processing experience and professional processing capabilities of P,the two reached a consensus.While giving social organizations resources,the government departments have also improved their governance capabilities,improved the image of the government,and reduced financial and transaction costs.Therefore,the win-win relationship between the two sides has been shaped.Because the street government owns and is willing to provide the hardware and P resources needed for P to carry out the project,P is highly dependent on the street government;The P in the rapid development stage gradually improved the management system and project operation process.Therefore,it has more resource requirements under the clear organizational goals.Because the organization has received more resources in the past projects,it also received more resources,the degree of reliance on the government has been reduced,so it is possible to use the neglect of skills to transform some of the government's requirements,and adopt strategies to strengthen the organization's development strength.With the improvement of the degree of development,the level of specialization has been more recognized,the organization has the confidence to “negotiate” with the government,and dare to make suggestions for obstacles that do not meet the development prospects of social organizations.Throughout the development process,social organizations have adopted a step-by-step strategy to adapt the state of “unbalanced dependence” with the government as much as possible,and to obtain a more autonomous development environment.At the end of the article,I try to put forward the development proposals suitable for China's administrative-driven social organizations to use government resources reasonably and generously,which don't lose autonomy because of over-reliance on the government,and don't fall into the development dilemma by rejecting the government.Administrative-driven social organizations play their own advantages in participating in social governance,and guide social organizations and the government to construct benign resource interactions in order to have a positive impact on China's social governance.
