Study Of Rural Community Construction Under Urtan-rural Integration Horizon

Based on a regional city as a case, this paper investigates the problem of rural community construction from the levels of city, town and village under the urban-rural integration horizon. The paper argues that the urban and rural relationship is an important issue with overall importance and strategic integration in the process of our modernization. The integration of urban and rural areas is the basic path to solve the problem of "agriculture, rural areas and farmers" in our country. For rural development, equal opportunities and conditions of development with the city is the key to realize urban and rural integration. Macroscopic rural problems must be solved through micro rural communities. So, the paper combs and expounds the rural community construction problems, considering that the goal of the rural community construction and the urban and rural integration must be realized by establishing the perfect integrate multiple participation, public services, and capital mechanism.For any social science research, is the most reliable method is from the Angle of history. This paper first sorts out the historical development of the rural grassroots organizations in China from the perspective of history. Points out that our country rural grassroots organization has experienced the period of feudal society of the village system, bao-jia system; bao-jia system during the period of the republic of China; team social system, village group system after the founding of new China. It is concluded that the rural community system construction is the third change of our rural grass-roots management system since the founding of new China, and it’s a major strategic choice according to the changing conditions of our country. On the basis of this, the paper analysis our country’s social background of the rural community construction on the macro, meso, and micro levels. This paper argues that the transition of the national development strategy is the macroscopic background of the rural community construction in our country, our country government reform in township government is the medium background of the rural community construction, all kinds of problems that exist in the villagers’ autonomy is a micro background of the rural community construction. On the basis of this analysis, the paper investigates some city and rural community construction practice. The existing practice offers helpful experience for the rural community construction, which can make our country’s rural communities develop along scientific and normative way.As a reform of social management system, the rural community construction should change social management mode, set up the structure of multiple participation of government, society, non-governmental organizations and individual citizens so as to realize the goal of orderly management. Multiple participations are the basic connotation of social governance theory. To introduce multiple participations of social governance theory into the rural community construction means the localization of social governance theory. It is the goal and the direction of the change of social management system in our country.Because of the disadvantages of traditional public service, the farmers’ basic public service needs can’t be met, which influences the realization of the social goal of fairness and justice. As the farmers’ demand for public services is being more and more diversified, the government is inevitably required to change its function, to change from the administrative management type government to service-oriented government, to give full play to the role of the market, society and so on, and finally establish the government-led equalization of urban and rural public service system.To achieve the goal of construction of civilized and peaceful rural community needs to establish relationships on the basis of trust, regulation, network and needs all social forces to participate. For a long time because of the economic and social change in rural society, the traditional social capital is gradually dismissing, the new social capital hasn’t been formed. The rural community construction must increase the stock of social capital and realize capital integration through various channels.The construction of rural communities in the process of urban and rural integration, the management system of multiple participation, equal service system, the integration of capital operation system is the core of the rural community construction, and it’s also the basic objective of the construction of rural communities. First of all, the pluralistic participation is the foundation of the rural community construction and the logical starting point. Political participation is the foundation of political socialization, and only if we set up perfect multiple participation mechanism, can we have the possibility of mobilize social forces to participate in the rural community construction. At last, in order to realize the social civilization and harmony in rural community construction, we should mobilize various social strength, integrate various resources to realize the capital accumulation.
