Under The Perspective Of Urban-rural Integration Rural Community Governance Innovation Research

In order to make urban and rural harmonious interaction, The Six Plenary Session of the Sixteenth Central Committee put forward "launching urban community construc-tion, and promoting the rural community construction and the rural community govern-ance actively". Rural community is to point to have certain people, areas, production and living facilities, management agencies and community members of identity.These are part of the rural society, and also is the miniature of the rural society. However, rural community management also has many problems, such as the villagers’autonomy is not perfect, farmers’political indifference, rural community governance mechanism is not sound, urban and rural community governance are imbalance. So we need to integrate the rural community of various resources and reconstruction efficiency higher, the man-agement cost lower new government, make the rural community really become under-taking the government’s public service important platform rural community governance is to implement basic state policy and is benefit to village development. Rural commu-nity is in good governance, which can promote the village’s autonomy evolution and improve their political participation enthusiasm and then drive the development of de-mocracy at basic-class level; more rural community with good governance can drive the development of rural economy and let the farmers and citizens enjoy the same public service in order to narrow the gap between country and city and promote urban and ru-ral integration.This article will solve two key problems:for part one is the definition of the rural community and its feature, function and the feasibility of rural community governance; for part two is to establish new management mode of rural community for good govern-ance.
