The Communist Party of China (CPC) has been the ruling party since thefounding of the People’s Republic. The Party’s leadership has been realized andensured through the Party’s governance. The governance of CPC refers to the fact thatCPC, as the ruling party of China, controls and uses the national public powers to dealwith the state affairs and social public affairs through the state institutions accordingto law. Since the16thParty Congress of CPC, the Party proposed to “build up theParty’s governing capacity and improve its art of leadership and governance”①. CPCalso proposed that the Party must “constantly improve its leadership and governanceby taking a scientific, democratic and law-based approach”②, and “to enhance theParty’s capability of governance is a fundamental cause of the Party”③in AResolution on Improving the Governance Capability of the Party. The Resolutionpointed out the importance and urgency of this issue, and put forward a new task ofstrengthening the construction of the Party’s ruling theory and constantly improving it.The decision-making is an important embodiment and platform of the Party’sgovernance. It shows how the ruling party uses the public powers to make significantstrategic choice and policies when dealing with the state affairs and social publicaffairs. Therefore, the decision-making plays a decisive role in showing the capabilityof governance in the whole governing process. The Constitution of the CommunistParty of China explicitly pointed out that “development is the top priority of the Partyin governing and rejuvenating the country”④. Since the development planning is oneof the important tasks of the Party’s governance, in this sense, the decision-making inthe development planning is the best example of CPC’s governing decision-making,and the decision-making mechanism of the development planning is the bestembodiment of the governing decision-making mechanism of the Party. The Party hasaccumulated abundant experiences in more than60years practice of developmentplanning. This paper studies and analyses the decision-making mechanism of CPC through the study of the decision-making mechanism of development planning fromthe perspective of comparison between the Chinese development planing andEuropean Union’s development planing. On the one hand, it summarizes the practicalexperience of the decision-making of CPC as the ruling party. On the other hand, itstudies the ways to further improve the governing decision-making mechanism of theParty by learning from the experiences of others.This paper selects EU’s decision-making as a comparison. Although the EU’sdecision-making system is quite different from China’s decision-making system, theEU’s decision-making of development planning, as a very good example of the publicdecision-making of western countries, is still quite comparable and inspiring forChina.This paper includes introduction and four chapters, and the main contents are asfollows:The introduction mainly expounds the background and significance of the topic,defines some important concepts, reviews the related research about thedecision-making of planning in China and EU and also about the governingdecision-making mechanism of CPC, and introduces the research methods andinnovations of this paper.The first chapter introduces the decision-making of China’s Five-year Plan. First,it introduces the development and evolution of the Five-year plan and the detailedcontents in the latest12thFive-year Plan. Second, it elaborates the decision-makingmechanism of China’s development plan in four aspects of decision-making theory,decision-making system, decision-making process and decision-making legal systemby using the11thand12thFive-year plans as examples.The second chapter introduces the decision-making of EU’s development plan. Itintroduces the development and evolution of the EU’s development plan and the latestadjustments. Then, taking Europe2020as the main example, it expounds thedecision-making mechanism of EU’s development plan in four aspects ofdecision-making theory, decision-making system, decision-making process anddecision-making legal system.The third chapter compares the decision-making mechanism of China’sdevelopment plan and EU’s development plan. Through comparison, it indicates thatthe major difference between China and EU is the different role and positions of the parties in the decision-making of planning. CPC has played a significant role inleading and guiding the development planning. In addition, although there remain bigdifferences between China and EU in the organization of the decision-making system,decision-making methods and regulations, there are many similarities in theirdecision-making theories and process. By comparing the similarities and differences,we can find out the advantages and disadvantages of governing decision-making ofthe Party. We should adhere to these correct directions of the governance practice, andtry to solve these problems.Based on the research of the previous three chapters, the fourth chapter analysesthe governing decision-making mechanism of CPC and draws conclusions: puttingpeople first and exercising governance for the people is the essence of the Party’sgoverning decision-making mechanism. The reason why the Party can achieveconstant improvements in its governing decision-making is that it adheres to thecorrect decision-making theories, and has a good decision-making system, and appliesscientific methods in decision-making with science and democracy as the basicrequirements, and is supported by a good decision-making legal system. It points outthat there still remain problems in the Party’s governing decision-making mechanism:first, the decision-making theories haven’t been completely and efficiently applied inthe practices; second, the degree of democracy in decision-making should bestrengthened; third, the decision-making process and legal system should be improved.Then it gives solutions to these problems: first, we should continue to enrich anddevelop the governance theory of CPC, especially the decision-making theory; second,we should accumulate more experiences through the new exploration in the governingpractice; third, we should absorb and learn from foreign outstanding publicdecision-making theories and practices, in order to enrich and develop the governingdecision-making mechanism of CPC.
