The population problem is a complicated social problem, as people are always living in a certain social relation."Owing to every kind of special historical production method has its special historical population law", our population development is always restricted by the objective population law; and the fertility plays a key role in the population development, therefore the national family planning policy will make great effort on our population and social economic development..Based on the traditional fertility culture,1make a research on the change process of our population policy development by use of the Marxism population reproduction theory. History suggests that the population policy has experienced three major periods in new China, that is, laissez-faire growth, birth control and family planning, and the family planning stage is the most characteristic. At the beginning of the establishment of new China, due to the impact of the traditional birth culture and the wartime population opinion, China implemented the "laissez-faire growth" population policy, although at that time Ma Yinchu has put forward the "birth control" idea, it didn’t arise any importance from our Party and Country. The right opinion didn’t get accepted, on the contrary, it was criticized severely. In1960s, with the second population birth peak arrival, birth control policy has started to implement. Then the Cultural Revolution broke out, the normal order of society was destroyed, the population has come back to the blind state. In the early70’s, the rapid expansion of the population has become a serious obstacle to our economic development. In order to alleviate the pressure of population, the Party Central Committee and the State Council stated to formulate ’late and few childbirth" policy which has carried out in1970s, this marked our birth policy step in a planned period. For the sake of economic recovery and prosperity, we carry on the birth control policy which aims to control the population number in early1980s. After ten years, in1990s, the birth rate falls to replacement level. Based on every provincial city’s family planning regulation, our birth policy has developed gradually to the unified national population and family planning law by constant adjustment and improvement since the new century. These make sure that our birth policy has law to follow, and become to the current population birth policy. As the implement of the policy, we control the size and growth momentum of population effectively.With the progress of era, our population birth policy got great achievement, at the same time, it was also revealed many problems, such as rapidly aging of population, high sex ratios, fluctuating employment problems, intensified the contradiction between the population and the resources environment and so on. In order to achieve the sustainable development of our population, we must make the necessary and moderate adjustment to our recent family planning policy. In the principle of capacity, efficiency, fairness and balance, we should gradually relax the current family planning policy, and hope that we can create a more relaxed environment for the future social and economic development. Across the basic route of our birth policy as a whole, we can summarize several characteristics:First, these changes of our population fertility policy reflect the process which our party combines the Marx’s population theory with China population’s physical development, they also show us the process that our party adheres to the truth, modifies the error, keeps to explore and realize the population rule. Second, these changes of our population fertility policy reflect the characteristic that our party aims to the country and the nation’s long-term interest, mobilizes the masses in a great extent from the strategic height of social development.
