The population problem is the major problem facing the new stage in our country, is the key factor of restricting the economic and social development of our country. Controlling the population quantity and improve population quality, is the realization of China’s socialist modernization construction of major policy decisions. Since China’s reform and opening up, through the joint effort of the party and the people, China’s population and family planning work has made great achievement. Relatively backward economic situation in our country, effectively control the growth of population, the fertility falling below the replacement level, realized the high population reproduction from birth, low, high to low birth and death of death and low growth, successfully explored a road with Chinese characteristics of the population problem, promotes our country the progress of the society and the improvement of people’s living standards, made a contribution to a stable world population.This article through to the evolution of China’s family planning policy since the80s and problem research, on the one hand, summarizes the history of the family planning policy achievement, it makes the implementation of the China’s population has been effectively controlled, to keep our country in a long period of low fertility level, contributing to the cause of population in our country in the future. On the other hand, the negative effects on our country’s family planning policy were studied. The future of our country, for example, the lack of labor, the acceleration of population aging, the high sex ratio at birth population aspects caused by the consequences. Based on the analysis of current policy on birth control on the implementation of the new background, the future of our country’s family planning policy, some adjustment measures are put forward. As the21st century, population still is the primary problem, but other aspects attached problem also gradually appear, and increasingly heavier. A long period of low birth level, the future labor shortage, birth population sex ratio imbalance, the acceleration of population aging problem, etc., this chapter is to carry on the simple introduction and analysis of the new problem.In the last of this paper, which is the fourth chapter, mainly puts forward strengthening our country family planning work and improve the family planning work. To moderate the relaxation of the family-planning policy, and gradually make the transition from the current one-child policy to whether urban or rural fertility policy can have two children.After realizing the change of population reproduction types, population and family planning work will shift to the main task of the stable low birth level, to solve the labor shortage, ease the population aging process, reduce the sex ratio of birth population.
