The fundamental purpose of the reform is to achieve social fairness and justice, and equity in education is the cornerstone of social equity. To promote educational equity, especially the balanced development of urban and rural compulsory education is an important part of educational development goals, and is also an important foundation for building a harmonious society. However, the current status quo of compulsory education in urban and rural development is characterized as resource allocation differences and tremendous teacher unequal. The current fiscal decentralization,"the county" compulsory education management system as well as urban and rural institutional structures is the institutional environment for the formation of the imbalanced development of the current urban and rural compulsory education. The strategy of local government is the major force behind the formation of the non-equilibrium conditions. Relying on the paradigm of new institutionalism, the paper builds the analytical framework of "system and death-the system causes-choice of system-system of innovation". Just considering system as a starting point, and promoting from the dual-level system and behavior, and along the line of document analysis-theory research-empirical research-data analysis and test-policy, the paper studies on these issues:what is the balanced development of the status quo of urban and rural compulsory education? Why is there imbalanced development of compulsory education in urban and rural areas? How to promote the balanced development of urban and rural compulsory education?The text covers seven sections:an introduction, five chapters, and a conclusion.Introduction part can be considered as the "weapon" of the project. It can define and explain the main topics of this paper including the origin and significance of research, research methods, related concepts, as well as the research hypothesis.The main content of this study is from chapter one to chapter five. In form, the first chapter builds the framework of this study from the "total" sense. The part from chapter two to chapter five solves the three basic questions:"what, why, and how to do" respectively.The first part constructs the analytical framework for the imbalanced development of compulsory education of urban and rural from the angle of new institutionalism. Firstly, the paper elaborates on the "hard core" and "protection zone" of new institutionalism, concise purification the basic concepts and core features of the new institutionalism and has a deep analysis of the ideological differences and exchange integration of three theoretical schools of new institutionalism. Secondly, the paper tries to build the analysis framework of "system and death-system causes-choice of system-system innovation" based on the basic concepts and research methods of new system paradigm.The second chapter describes the status of the imbalanced development of urban and rural compulsory education. Based on the construction of indicator system of imbalanced development of urban and rural compulsory education, and trough three first-level indicators including availability differences, differences in school conditions and educational quality differences, the paper does the spatial econometric analysis on the starting point imbalance, process imbalance and results imbalance of urban and rural compulsory education and interprets the negative effects of the imbalanced development.The third chapter analyzes the system causes of imbalanced development of compulsory education in urban and rural. Through the establishment of the regression equation model, the paper gets the following conclusions:Chinese fiscal decentralization can promote the sustained economic growth of China, at the same time, it can suppress the public products supply input of local government. This can form the reverse substitution between economic growth and people’s livelihood improvement. On one hand, economy develops rapidly, and on the other hand, people’s livelihood does not appear to synchronize significantly improve."County" compulsory education management system slows down the widening gap "acceleration" between urban and rural areas, but the gap between the urban and rural compulsory education still exists. Funding a low center of gravity of the management system does not fundamentally change the fact that there are significant gaps between the urban and rural compulsory education. At the same time, Urban-rural dual system also affects the balanced development of compulsory education between urban and rural areas. With the increase in urban-rural income ratio, the gap between urban and rural compulsory education gap increases. With the urban population accounting for the proportion of the total population increases, urban and rural compulsory education gap shrinks.The fourth chapter analyzes system from the point of view of Chinese urban and rural compulsory education analyzes the unbalanced development of the system of the causes. Through the case method, the detail of the informal institution in the connotation, features and constitute the basis of through mathematical model of informal institution effect mechanism of general description, so this premise detailed the traditional social culture and family education between the city and rural compulsory education concept the unbalanced development impact.The fifth chapter interprets the "action strategies" of local governments involved in the urban and rural balanced development of compulsory education. Based on the regularity profiling on the government behavior in the established system environment, the objective function and strategies for the selection, the paper points out that during the system supply of balanced development of compulsory education, complex multi-agent agency relationship makes the transmission of information distortion, information asymmetry. Coupled with the superposition of responsibilities and rights of local government, and the insufficient incentives of central government, local governments, especially county governments is short of power in the process of promoting the balanced development of urban and rural compulsory education. Simultaneously, competition in the local government is another important factor that affects local government behavior choices. When the performance measurement of the central government to local governments just regards economic development as the core, competition in the local government is detrimental to the balanced development of urban and rural compulsory education. When the performance measurement of the central government to local governments just regards human development as the core, competition in the local government will weight "hardware" and light "software" during improving the imbalanced of urban and rural compulsory education.The sixth chapter discusses the government behavior as to promote the balanced development of urban and rural compulsory education. In order to promote the balanced development of urban and rural compulsory education, the paper provides policy recommendations including:to reform financial system, to crack the dual structure of urban and rural education, to optimize the performance evaluation system of local government, to standardize school construction of compulsory education, to sound exchange system of urban and rural teachers and to build the "1+9+1" compulsory education mode.The conclusion section summarizes the basic conclusions of the study, limitations and outlook.Innovation is the vitality of scientific research. The possibility of innovation in this paper is reflected in three aspects:First, trying to build the analytical framework of the new system paradigm. The analytical framework of new institutionalism schools is scattered on top of their own assumptions and research positions."Platter" way only considers system as starting point for the logical analysis and unified under the banner of the new institutionalism, but it islack of a unified analysis framework. This article follows the tradition that the new institutionalism schools regard the system as the core, and constructs the new analytical framework for system paradigm tentatively. Second, the dual-level advance perspective of "system-behavioral". This article follows the tradition of new institutionalism, combines the system analysis and the influence of behavior analysis under system environment, and commences related topics on how to promote the balanced development of urban and rural compulsory education from the two levels of the "system-behavior". Third, the paper combines qualitative description and quantitative confirmation. This study analyzes the factors and the influence weight of system factors of urban and rural compulsory education. It also analyzes the behavior selection strategy of the government and its officials under the given environment. On the basis of the qualitative theory of deduction, quantify the qualitative description of the conclusions of confirmation through the Logistic Regression analysis and mathematical models.
