Promoting the balanced development of compulsory education in urban and rural areas is an important measure to narrow the gap between urban and rural compulsory education,and gradually realize the educational equity between urban and rural areas.The government responsibility for the implementation of the concern and research of urban and rural compulsory education balanced development process,is conducive to promoting the building of the government itself,but also conducive to promoting the balanced development of urban and rural compulsory education reform practice,more conducive to improve the balanced development of urban and rural compulsory education policy.Taking Yongcheng city of Henan Province as a case,this paper makes full use of literature research,case analysis and other research methods.First we analysis the theoretical basis of the subject and the realistic basis for the government to balance urban and rural compulsory education in the process of development,and points out the government's main responsibility in promoting the balanced development of urban and rural compulsory education in the process of development,the overall planning responsibilities,funding responsibility,responsibility for resource allocation,management responsibility,education supervision responsibility.On this basis,the effectiveness of Yongcheng municipal government balanced development of urban and rural compulsory education in the implementation of the responsibility,is mainly reflected in: the overall planning responsibility: the development of urban and rural compulsory education into the development planning;two is the funding responsibility to increase investment in education of government on urban and rural schools;three is the responsibility for resource allocation optimization team building and running conditions of primary and secondary schools in urban and rural areas;the four is to regulate the management responsibility: preliminary establishment of the urban and rural secondary school management appraisal system;five is the education supervision responsibility: to strengthen the urban and rural compulsory education in primary and secondary education supervision.At the same time,also introduced the lack of government responsibility and the equalization of urban and rural basic education in Yongcheng City,is mainly reflected in: the lack of overall planning responsibility: layout imbalance and "school choice" to reverse the chaos;two is the funding responsibility: investment funds accounted for the proportion of GDP is low and the lack of standardized management;the three is the lack of responsibility for resource allocation that needs to be strengthened and the running condition of the construction of teachers in primary and middle schools in urban and rural areas;the four is the lack of standardized management responsibility: standardized management of primary and secondary schools in urban and rural compulsory education still needs to be strengthened;the five is the lack of education supervision responsibilities: urban and rural primary and secondary education still need to improve the effectiveness of supervision.Then,using the system of interest,institution,mechanism and culture,the author analyzes the deep reasons of the lack of government responsibility in the balanced development of urban and rural compulsory education in Yongcheng.Finally,the article expounds the basic principles of the implementation of the government responsibility in the process of the balanced development of compulsory education in urban and rural areas,that is,the principle of limited liability,the principle of equal rights and responsibilities,the principle of administrative rule of law,the principle of openness and transparency.Then,put forward specific measures to strengthen the government responsibility in urban and rural compulsory education balanced development,including strengthening interest integration,strengthen the system construction,actively optimize the system mechanism,cultivate the cultural foundation and other aspects of initiatives.
