Carrying out the scientific concept of development and constructing harmonious society are the important government strategies of Comrade HuJintao, the general secretary of the CPC Central Committee. Education, as one of social career, relates interest groups most. Therefore, equalization of education has become an important aspect of criticism of social equality.As the foundation of education, compulsory education can be the first step for growth of talents. The balance of development on compulsory education is the intrinsic requirement of socialist education. Promoting it is the strategic choice of Chinese education development in the new era, the theme of China’s current education reform, the important measure to implement scientific concept of development, the important guarantee to enforce quality education, and to meet the requirement to construct the satisfactory education.Thus, this thesis selected the birthplace of author as the study object. Firstly, the thesis analyzed some related concepts about the balance of compulsory education development and defined its content and made a explanation of its theoretical foundation. Then studied the current situation of the balance of development on compulsory education both home and abroad. Last but not the least, the author conducted an empirical study about the development of compulsory education both in urban and rural district of Xin Yu City in Jiang Xi Province. During the process of this research, the author proceeded a preparatory survey by questionnaire ffirstly, then made an in-depth investigation based on the result of preparatory survey, including collecting data in Xin Yu Education Bureau, making observation in some schools and interviewing some teachers. After the thorough investigation, the author collected the original date about the development of compulsory education in urban and rural district of XinYu.On the basis of data analysis, the author found that a gap existed among the conditions for running school, faculty structure and teaching quality between urban schools and rural school. Then the author scrutinized the possible causes for these problems from the perspectives of history、institution and objective social reality. At last, the author tried to put forward some specific suggestion about how to promote the balance of compulsory development between urban and rural areas in accordance with current problems and causes on the basis of the practical social development of Xin Yu City, with the purpose to speed up the development of compulsory education in Xin Yu City as well as other similar districts.
