The System Logic Of Good Urban Governance In Resource-based City: A New System Analysis Of The Interaction Between Government And Business

This study is based on a case of resource-based city in northwest china, using case studies of qualitative methods, conducted a three-month field study, taking the method of literature, depth interviews and observation to collect the first-hand information, then analyze the dates with scenario analysis. It explored in detail the governance practice for resource-based city. It also analyzed the legitimacy of the system logic of how resource-based cities to good governance from a new sociological system perspective.This study is divided into six chapters. Chapter One proposed basic problems explained research purposes and research significance. Chapter Two reviewed the basic predecessors' views on urban governance, summarized the contribution of these common classical theory and the shortcomings. Chapter Three reviewed the major concepts, theoretical tools and the specific research methods of this study. Chapter Four described in detail the profile of resource-based urban development from three aspects of basic profiles, urban construction and urban development process of resource dependence. Chapter Five analyzed the government and business interaction of resource-based city in the process of urban governance, selected three major governance practice, It included urban space in the transformation of government and enterprises, supply of ordinary public goods in the course of government and enterprises and the building process of "Lakes a River ". Chapter Six summarized the basic conclusions of this study from a new system analysis, which the resource-based essence of good urban governance is different urban governance subjects (the city government, business and the public) around the city's governance action more on reasonable and widely recognized organization based decision-making. Specifically, it includes three aspects:Firstly, organizational decision making reasonable cooperation with the widely accepted rules is the system logic of good urban governance in resource-based city. Secondly, reasonable system of logic is conducive to resource mobilization in urban governance. Thirdly, Reasonable system of logic reflects the interdependent of urban governance and external environment.
