The "Chinese teaching based on learning plan" has already sprouted in the Chinese education practice field since1990s. In implementation of the New Curriculum Reform, It has been booming and developing in primary and middle schools all over the country. It reflects the philosophy of the New Curriculum Reform, and has achieved remarkable results. But it faces many difficulties now. Many theoretical issues are worthy of further study. This thesis tries to reveal its theoretical and practical value, and put forward some constructive suggestions for its further and better development.The thesis consists of six parts. The research question includes; its value appealing; the effectiveness; the current difficulties and some suggestions for its improvement.Chapter I defines the connotation of "learning plan". It is a kind of learning resource which is shared between teachers and students. It is a designed learning plan with teaching synergetic function on the basis of the unit for the class which integrates textbooks and other teaching-aided resources. It is developing to become a kind of teaching model which needs to take the "learning plan" as a carrier, and should instruct students to realize self-regulated learning, cooperative learning and inquiring learning in the "Chinese teaching activities", and it makes teachers focus on and analyze the learning situation, teach based on the learning situation.Chapter II studies the burgeoning current situation since the New Curriculum Reform. The "Chinese teaching based on learning plan" has become a large-scale teaching reform experiment all over the country.Chapter III studies the value appealing through triangulation, including content analysis, survey research such as questionnaires and interviews. The value appealing is the rational knowledge of its value and the reasonable expectation of its effectiveness by elementary educational staff. The study reveals that the value appealing should be associated with some teaching concepts such as:the "teaching for learning" and "teaching based on learning". On the other hand, its core value appealing is to improve the quality of classroom teaching.Chapter Ⅳ studies its achievements. There are lots of methods used in this study, for instance, lesson analysis, questionnaires and interviews. The research shows that the "Chinese teaching based on learning plan" has achieved remarkable results. It has the potential to efficient teaching.One of achievements is to focus on the learning situation. The learning situation is the learning process and condition. Learning situation analysis runs throughout the whole teaching process. It can optimize teaching design before class and carry out effective teaching in the class based on the learning situation. It can be shown as follows:be good for making students informed of the learning contents, that is, let the students can know of the teaching goals and the teaching contents before class, understand their own learning state at all times in class, grasp their learning outcomes after class. It can create appropriate teaching contents. It can pre-estimate the learning situation when the first learning plans design, analyze the learning situation during the secondary teaching preparation, teach based on learning situation during the instructional dialogue. Focusing on learning situation is put into practice through some technological way.The other achievement is optimizing teaching structure. It has a great impact on constructing classroom teaching structure based on "learning priority". We should understand its characteristics:take the problems as the start point for teaching, take teaching activities based on learning factors, organize different levels of exercise, and give timely feedback and adjustment based on the learning aims. The optimization can be reflected from these aspects:develop the definition of "lesson", create new lesson types, enrich Chinese learning activities, the learning assessment should be found in all teaching process, and asynchronous teaching activities are increased.Chapter Ⅴ reveals difficulties in developing it by means of interview investigation and the lesson analysis. There exist some practical misunderstandings in the process of promoting the "Chinese teaching based on learning plan"; it has been a kind of test technology for alienation. Parts of the educational staff have some misunderstanding, and its value appealing is distorted. At present, there are many difficulties in learning design, such as lack of reference for high quality Chinese learning plan style and design technique, restricted by teacher’s "ability of understanding the teaching text". There are also many difficulties in teaching, such as some teachers’ incompetence to analyze learning situation and for some other teachers, the lack of reform courage and professional abilities.Chapter VI puts forward some suggestions. Firstly, teachers should grasp principles of the learning plan design, including the design of learning activities, learning process, learning problems and learning evaluation. Secondly, we need to regulate the learning plan’s style. Thirdly, we should learn from "the teaching of learning proposal" in western world. Lastly, several problems should be paid attention to:teachers should establish the correct teaching concepts for using "learning plan", teachers need to master the key operation for teaching, students need to master the application methods of learning plan, and the urgent need is to develop the techniques of learning situation analysis.In short, the "Chinese teaching based on learning plan" can lead student’s self-regulated learning, assist teachers to teach based on the learning situation, optimize the teaching structure, and improve the quality of classroom teaching on a large scale. It is developing to become an effective model of teaching. It should be vigorously promoted.
