In the currentlly important period of changing development mode, to resolve the current three big difficult problem that urban and rural residents’ income low, the urbanization standard low, economic extroversion spent low, must try to advance urbanization healthy and rapid development. The Provincal Twelfth Five-year Plan put forward to transfer6Millions rural population strategies in five years. Therefore, in the new time, the new situation, it’s the important significance than to choose the appropriate scientific concept of development, advancing the urbanization process of Shaanxi province to promote the harmonious development of economy and society, the construction of regional urban and rural development new pattern.On this basis, Shaanxi Province as an example, it was analyzed that its present situation and existing problems of urbanization, and completed province and cities and urbanization level evaluation, put forward to advance of thought, the transfer of rural population, space layout, industrial coupling mode and urban and rural integrated development focus, direction and tasks from system and mechanism, and puts forward some countermeasures and suggestions on the protection of. After multiple factors comprehensive evaluation, overall present urbanization lagging behind industrialization, process, and uneven regional development, poor quality, land resource is used unreasonable, resource and environmental contradiction. Shaanxi province "Twelfth Five Year Plan"puts forward transfering6million rural population targets for deep understanding, and through careful analysis of calculating, from the time rhythm, annual objectives and plan should be after loosening before, after the former high-low; from spatial distribution, Guanzhong area should become the main area.(2) Through the establishment of game model, analysis of all interests subject strategy choice in urbanization, the ability and willingness of farmers having the citizenization is the key to the healthy development of urbanization.
