On The New-type Urbanization From The People-oriented Perspective

The new-type urbanization is a powerful impetus to ensure sustainable and healthy economic development.Continuous improvement of urbanization level means that the original peasants will obtain higher income and enjoy better public services by getting employed and living in the urbanized areas rural areas,which will both result in a growth in urban consumer group,an upgrade in consumption structure and create a demand for huge investment in the city infrastructure,public service facilities,and residential construction.This will provide continuous drive for economic development.China has made many achievements in its 20 years of urbanization.However,there are still some problems to be solved: newly-established towns are too small to play its roll;urbanized population and urbanized land are not synchronized;urbanization is out of line with industrialization;the fund for urbanization is insufficient;and there are cultural differences between “peasants” and “town people”.The new-type urbanization demands a profound transformation of government functions,thus speeding up the reform of administrative system.The government used to play a leading part in urbanization.However,in the wave of China’s new-type urbanization,government functions should be redefined.Research and study should be made on how to improve the efficiency and quality of government intervention by changing its role from being “dominant” to “limited”,thus laying a theoretical foundation for forging a service-oriented government.Liaoning takes a leading position nationwide and surpasses many other provinces and cities in new-type urbanization construction.Its urbanization rate has reached 68% and is expected to be raised to around 72% by 2020 by means of transferring 5 million people from the rural areas into towns and cities and rebuilding shanty areas with 3 million people involved.To accomplish this difficult and challenging task,Liaoning should optimize the urban layout and form,improve its urban planning management ability and speed up the transformation of industry to make it suitable to towns and cities.Besides,the starting point and the ultimate aim of the urbanization is to improve the quality of life of citizens,so a fund safeguard mechanism should be established in this process.
