The Research On People-oriented Urbanization Construction

We have studied the theory of people-oriented in this thesis. From the perspective of people-oriented, we analyses the inherent requirements of the people-oriented in our country urbanization healthy development. In addition, we examine and analyze the main problems and deep-seated reasons in the process of urbanization in China. On the basis of the research, this paper puts forward the implementation mechanism and policies and measures of healthy development of people-oriented urbanization. The whole thesis consists of four chapters.Chapter Ⅰ is the introduction, which mainly introduces the research background, the research status at home and abroad, theoretical significance and practical value, research ideas and methods, key points and main innovation points.Chapter Ⅱ mainly sorts out the development context of people-oriented from the development logic of China traditional culture, western culture and the Marx doctrine. Thus, we attribute the thought origin of the people-oriented to people-based thought in China traditional culture, hominine idealistic in western culture and hominoid thought of Marxism. Then, the inherent requirements of the people-oriented in urbanization are studied deeply by understanding the comprehensive understanding of the people-oriented and the nature of urbanization. The people-oriented in urbanization is mainly manifested in four aspects:the fair share and inclusive development, four synchronous and giving priority to employment, scientific layout and coordinated and orderly development, green development and intensive and efficient.Chapter Ⅲ mainly analyzes the main problems in the process of urbanization in China from the people-oriented perspective, and we attribute the deep-seated causes of urbanization problems to the lack of people-oriented, including the lack in development strategy, urban-rural institutional arrangements, city planning, public policy and city management.Chapter Ⅳ mainly analyses the implementation mechanism problem in China’s long-term healthy development of urbanization from the perspective of People-oriented. And four mechanisms needs to build are in the healthy development of urbanization, namely, the mechanism of coordination of speed, level and quality; the mechanism of synchronous development of industrialization, information, modernization of agriculture and urbanization; the mechanism of Overall planning development of urban and rural; the mechanism of integration of ecological civilization and the urbanization. According to the causes of the urbanization problem, we put forward five measures to promote healthy development of people-oriented urbanization, namely, changing the development strategy and improving the city function, transforming urban-rural system and promoting citizen of migrant workers, optimizing city planning and strengthening the top-level design, formulating scientific public policy and promoting Fairness and justice, and transformation management idea and giving priority to meet the needs of the people.
