Poyang Lake Eco-economic Zone (PLEZ) is the first regional development planningin national strategy of Jiangxi province since the founding of new China, which is veryimportant for Jiangxi province to development leaps and bounds. PLEZ lies on the northof Jiangxi province, which includes38counties (cities, districts), they are three citiesnamed Nanchang, Jingdezhen and Yingtan, and parts of counties (cities, districts) inJiujiang, Xinyu, Shangrao, Fuzhou, Yichun and Ji’an. PLEZ is an important ecologicalfunction protected area in our country, which bears many ecological functions ofcontrolling flood waters, regulating climate, and degradating pollution. In future, it isurgent to play an important role of scientific and technological innovation to build PLEZ,because of the energy demand, conservation and environmental protection. So, it mustchange the development concept and modes, the support conditions and institutionalmechanisms to construct the innovation of PLEZ.The evaluation to scientific and technological innovation capacity of PLEZ involvesseveral disciplines, which should use regional development theory, ecological andeconomic theory, scientific and technological innovation theory to study the scientificand technological innovation capacity. It should promote PLEZ to the core growth poleof Jiangxi province or the whole country from regional development theory. Goodecology is the superiority and development priorities of PLEZ, how to play theecological advantages is the most important from ecological and economic theory. Thetechnological innovation and institutional innovation are the main ways to promote thescientific and technological innovation, it should strengthen low-carbon technologies,technology for water conservation, and the biotechnology, then promote the institutionalinnovation by the way of finance, tax, talented person and allocation of resources.The paper uses the method of cluster analysis to analyse scientific and technologicalinnovation capacity of38counties (cities, districts) of PLEZ. First, it constructs anevaluation index system including5level indicators,12secondary indicators and33third indicators. Then, using the method of cluster analysis to divide the types ofscientific and technological innovation capacity into three classify by the SPSS16.0. Thefirst type includes10counties (cities, districts), the second type also includes10and thethird type includes18. The paper uses the method of factor analysis to calculate the composite score andorder of scientific and technological innovation capacity of every county (cities, districts).According to the results of cluster analysis and factor analysis, the first type of10counties (cities, districts) can be named more strong innovation capacity, the second typecan be named middle strong innovation capacity, and the third type can be named weakinnovation capacity.According to the results of empirical analysis, the problems of scientific andtechnological innovation capacity of PLEZ mainly include six factors. The wholeinnovation capacity of PLEZ is weak, and the gap between counties is larger. Themacroeconomic co-ordination and coordination by government are not enough, and thegovernment doesn’t play the role of scientific and technological innovation. Theinnovation conscious of enterprise are weak and lack innovation capacity. Theenvironment of scientific and technological progress isn’t good, which can’t supportscientific and technological innovation development for a long time. The efficiency ofinnovation is low, the market gap of technological achievements is large, and it shouldimprove the level of independent innovation. The effect of innovation is weak, it isnecessary to make the environment of scientific and technological innovation better.So, it needs government, university, research institutes, enterprise and scientific andtechnological intermediary joint efforts to improve the scientific and technologicalinnovation capacity of PLEZ. According to the results of cluster analysis and factoranalysis and the actual situations of PLEZ, it should take follow countermeasures. Thefirst is strengthening organizational leadership to set up the unified and efficientcoordination bodies. The second is deploying innovative elements reasonable to improvethe efficiency of scientific and technological innovation. The third is innovatinginstitutional mechanisms to build regional scientific and technological innovation system.The fourth is deepening the reform of the science and technology system to improve thesource of power of innovation. The fifth is optimizing the environment for innovation tostrengthen the driving force.
