Since China’s overall regional development strategy proposed, the difference in regional growth is a hot spot of regional research, and the difference in innovation capability can be considered to be the deeper reason. Therefore, the influencing factors on the difference of regional innovation capability in China has an important significance.With China’s rapid economic growth, China’s network infrastructure has been greatly developed and become one of the most important factor in regional economic growth. Study on the spatial distribution of regional innovation capability and network infrastructure, we can see that there is a strong spatial correlation between the network infrastructure and regional innovation capability:the first, the areas with strong network infrastructure are also the areas with developed innovation capability; the second, these areas’gap with perfect network infrastructure and similar innovation foundation is gradually narrowing, and these areas’gap with backward network infrastructure and different innovation foundation is gradually enlarging. Therefore, research the internal logic of the network infrastructure and regional innovation capability play an important role on the understanding of the formation of the difference of regional innovation capability and economic growth.On the basis of summarizing the relevant literature and researching the spatial distribution of China’s regional network infrastructure and innovation capability, the paper advance the two sides impact of the network infrastructure for regional innovation capability:the network infrastructure space spillover effect and threshold effect, and have conducted theoretical discussion.the space spillover effect of infrastructure on regional innovation capability can be understand in two aspects:the first, network infrastructure will improve a regional investment environment, expand the regional market, deepen the division of labor and improve the specialization level, result in the professional production of knowledge. At the same time, many innovative production factors gathered in an area conducive to regional tacit knowledge spillover, so as to improve the production efficiency of regional innovation, produce space level increasing returns. Under the dual role of increasing returns to scale in the dimension of space and network infrastructure, innovative production factors and high-tech enterprises move to areas with high level technology, become the cumulative effect, then further accelerate the flow of innovative production factors and high-tech enterprises to the high level of technology areas; the second) although regional innovation resources have an important influence on the regional innovation capability, but according to the interregional knowledge spillover theory and the reality, the tacit knowledge of inter-regional spillover is a reality, and also the important factors of regional innovation capability. Such as Shanxi and Jiangsu, Shanxi and Jiangsu in2007innovation input bits1:1.4, and innovative output ratio of1:4.5. Therefore, tacit knowledge across regions spillover play an important role on the regional innovation capability. Tacit knowledge across the region spillover need to meet more demanding conditions, and network characteristics of network infrastructure will reduce the space cost, affect human capital flows、trade and investment、regional knowledge stock and cultural background, final lead to cross-regional overflow of tacit knowledge, and technology cluster.On the other hand, network infrastructure also has a great impact on the absorptive capacity of technology to developing countries. The cutting-edge technology of the developed countries and regions can be obtained and used in developing countries or regions depend on the extent of the overflow of the cutting-edge technology and the knowledge absorptive capacity of the recipient, the more perfect recipient’s network infrastructure, the stronger ability to accept the technology spillover for recipient. In other words, network infrastructure has the threshold effect.Overall, The influence of network infrastructure on regional innovation capability has two sides:the spatial spillover effect and the threshold effect, and the two sides have an important impact on the regional innovation capability difference.After theoretical discussion over the network infrastructure’s two sides influence on regional innovation capability, the paper makes an empirical test on the network infrastructure’s two sides influence. The first, The paper use the threshold effect data model to do an empirical analysis of the threshold effect of the transport infrastructure, the results show that regional innovation capability really has a transport infrastructure threshold. The transport infrastructure in eastern and a small number of the central regions can be effective to accept other region’s knowledge spillover, and most of the central and western regions can not effectively absorb knowledge from other parts; the second, the paper uses spatial durbin model to empirical test the spatial spillover effect of network infrastructure, and the paper uses a space durbin model built by four different types of spatial weight matrix, the results show:1. the influence of telecommunication infrastructure on other regional innovation capability in the spatial Durbin model with four types spatial weight matrix is negative, means that telecommunication infrastructure has played an important influence on the formation of the regional innovation capability cluster, and the size of the role of telecommunication infrastructure on other regional innovation capability is more affected by the gap of economic development and market size;2. the impact of the transportation infrastructure on other regional innovation capability in the spatial Durbin model with four types spatial weight matrix is positive, means that the transport infrastructure has played an important role on the formation of the regional innovation agglomeration and cluster, and the size of the role of transport infrastructure on surrounding regional innovation capability is more affected by the traffic accessibility.Difference of regional innovation ability is the inner reason of the difference of regional economic. So, the paper analyze the relationship of the network infrastructure、regional innovation capability difference and regional economic difference. Finally, the paper gives a prospect on research policy recommendations, limitation of the thesis and the future research prospect.
