After 40 years of reform and opening up,China's economic and social development has made considerable progress,and its economic development has changed from high-speed development to medium-high-speed development.However,the development gap between the central and western regions and the eastern coastal areas is widening,and the inconsistency of regional development has been paid more and more attention.The fundamental reason is the difference of innovation ability among different regions.Therefore,it is of great significance to explore the factors influencing the formation of regional innovation capability differences in order to narrow the gap of regional economic development in China.There are many factors affecting regional innovation,including human capital,R&D investment of universities and private sector,foreign direct investment,competition intensity,innovation environment,etc.This paper incorporates information infrastructure into the factors affecting regional innovation,and takes human capital as an intermediary variable affecting the ability of regional innovation of information infrastructure,and explores the relationship among them.Therefore,the study of the impact of information infrastructure on regional innovation capability is helpful to improve regional innovation capability and narrow the gap of regional economic development.In terms of theoretical analysis,this paper combs the literature about the impact of information infrastructure on regional innovation at home and abroad.From the perspective of human capital,it puts forward the threshold effect of information infrastructure on regional innovation capability,and makes theoretical exploration.From the perspective of human capital,this paper explores the impact of information infrastructure on regional innovation.Its transmission mechanism mainly embodies that perfect information infrastructure can attract the inflow and agglomeration of human capital,and attract foreign investment.Human capital can then be transformed into innovative achievements through the absorption and digestion of technology and information,thus promoting the innovation ability of the region.In the empirical analysis,the panel data of 30 provinces,municipalities directly under the Central Government and autonomous regions from 2007 to 2016 are selected as samples.Firstly,the panel regression model is used to test whether the information infrastructure has an impact on regional innovation capability.The results show that the information infrastructure has a positive effect on regional innovation capability whether it is a fixed-effect model or a stochastic-effect model.Moreover,according to the regression results of adding interactive items,human capital does affect the role of information infrastructure on regional innovation capability.Secondly,this paper uses threshold regression model to test the human capital threshold effect of information infrastructure on regional innovation at the national level and regional level.The results show that,from the national level,information infrastructure has double threshold effect on regional innovation ability,and its change process is strengthened,reduced and strengthened,but the overall impact is positive.It shows a positive "U" feature.Then,according to the different threshold of human capital,it is divided into three different zones:high,niddle and low.The results show that there are obvious differences in human capital levels between the east,the West and the central regions.From the regional level,this paper divides the provinces,cities and autonomous regions into three regions:the east,the West and the central regions.The threshold regression results show that the regional innovation ability of the east,the West and the central regions is affected by the level of human capital and information infrastructure to varying degrees.Finally,according to the conclusions of the study,it is proposed that governments at all levels should coordinate with each other,invest in information infrastructure and education from the actual situation of the region,coordinate the relationship between information infrastructure and human capital,and guide and support regional innovation.
