Regional economy is an important part of national economy and its development plays an indispensable role in the national economy. Therefore, regional economy has received increasingly wide attention by the countries all over the world.In order to boost the economy development nationwide, the Vietnam government has selected some provinces and cities as the key economic zones with rapid development capacity, which can drive the development of national economy in the light of basic theories of regional economy development and reference of successful experience of many countries in regional economy development.So far, the Vietnam government has established four key economic zones, including the northern part, the middle part, the southern part and Cuu Long (Mekong) Delta. In recent years, the four key economic zones in Vietnam have developed rapidly, bringing tremendous contributions to the development of economy of Vietnam. Nevertheless, there have been some problems that are to be solved urgently as the four economic zones developed.This paper summarizes relevant international theories concerning regional economy development, which are regarded as the basic theories for the study of the development of key economic zones in Vietnam. In addition, it discusses the experience of China, Japan and South Korea in regional economy development in order to provide some revelations on the development of key economic zones in Vietnam.This paper gives a comprehensive description of the development status of the four key economic zones in Vietnam:they are the regions with the most possibilities of innovation that receive the fastest economic growth with the most intensive labor capital and rapidest enterprise development, attracting the most FDI. While, there are many problems that hinder the fast development of the four key economic zones, such as:inadequate legislations, policies and plans of key economic zones, lack of internal cooperation with a due division of labor, badly lack of high-quality labor capital, economic downturn of local enterprises, poor innovation and improvement and poor capability to attract and utilize FDI.This paper proposes, at first, through analysis of problems mentioned above, that the government shall transform the concept of regional economy development, correctly deal with the relationship between administrative economy and regional economy, reinforce the legislation of key economic zones and improve preparation of the policies and plans for those zones. Strengthen the cooperation with a due division of labor and better the management system of key economic zones so as to enhance competitiveness of these zones; Secondly, the system of training and transfer of human resource shall be polished to shape the labor force into the core strength of the key economic zones; Thirdly, it proposes, through the discussion on innovation of development system of local enterprises in key economic zones, a feasible system for enhancement of competitiveness of local enterprises in the key economic zones to make them the driving force to boost the economic development of these zones; Fourthly, it comes up with a strategy that could improve and enhance the innovation capacity of the key economic zones through the description of the status of development of key economic zones in Vietnam to make sure that innovation be the impetus for economic development of those zones; Fifthly, it suggests the system concerning attracting and utilizing FDI in the key economic zones in Vietnam shall be bettered and FDI spillover effect be reinforced to make contributions to all key economic zones in Vietnam.
