Financial exclusion governance policies is a rectification for the financial exclusion situation in economic development, ethnic autonomous areas should be the biggest beneficiary and focus object of financial exclusion governance policies, study on the governance path and policies of financial exclusion in ethnic autonomous areas is an effective way to control its financial exclusion. This thesis, based on national policies of Marx theory, development economics, financial development theory, regional economics, economic geography, frontier economics theory and other disciplines theory, attempts to construct an index system and a case model for the evaluation of financial exclusion situation in ethnic autonomous areas; at the same time analyses the financial exclusion governance path and policies in ethnic autonomous areas; takes the ethnic autonomous areas of Yunnan for research object, in the "bridgehead" strategy background, uses of field visit research way analyses in-depth the specific financial exclusion situation and financial exclusion governance achieved path in ethnic autonomous areas, combines the related frontier research method and quantitative analysis model, analyses empirically the financial exclusion indicators and cases in ethnic autonomous areas of Yunnan, to explore the most suitable financial exclusion governance path in the ethnic autonomous areas, thereby to achieve the effective allocation of financial resources for the ethnic autonomous areas of Yunnan, and to reach the financial "general profitability" target and the "comprehensive" development of local area’s financial system.The theoretical basis of theory summary part of this thesis summarizes the research work:the overall retrieval of China national economic policy research literature, including the mainly theoretical and empirical research results; analysis of the relative theories of financial development in ethnic areas of China:analysis of financial exclusion and its governance theory and research literature. According to the research logic on the problem of this thesis, it accumulates foundation theories for thesis research.Then, based on the analysis of related theory, this thesis constructs the framework of research background:practice and effects of financial development, financial ecological and economic and financial policy in ethnic autonomous areas of Yunnan. It plays the role of the link, not only to clarify the overall thought of this thesis, and also the basis of the theoretical deduction and empirical research of this thesis.In the main part of the study, with the basis of background framework, this thesis builds normatively and creatively the local financial exclusion evaluation system of Yunnan ethnic autonomous areas. Firstly, according to the definition of financial exclusion of ethnic autonomous areas, the impact factor of financial exclusion of ethnic autonomous areas, the exclusion index evaluation system of financial exclusion of ethnic autonomous areas and the case evaluation model of financial exclusion of ethnic autonomous areas, with the four levels, this thesis constructs comprehensively the research framework for the evaluation of financial exclusion situation of ethnic autonomous areas.Empirical research part of this thesis uses the evaluation system verified the financial exclusion index evaluation system of Yunnan ethnic autonomous areas. Secondly, the thesis, from actual situation of the financial system of Yunnan ethnic autonomous areas, uses the field survey and other methods, designed three categories of a total of44indicators, investigate in-depth the various ethnic autonomous areas in Yunnan, has made nearly50000first-hand data, detailed analysis and evaluation has been made on the financial exclusion case mode of eight ethnic autonomous prefectures of Yunnan.In order to study the financial exclusion governance, firstly, the thesis analyses empirically the financial exclusion effect in the ethnic autonomous areas of Yunnan; then introduces domestic and foreign financial exclusion governance practice and development; finally, combines with the actual situation of the ethnic autonomous areas of Yunnan, at the same time, analyses the financial exclusive governance path from three aspects of the supply side and demand side of financial system and the administrative power.The problem solving part of this thesis is on the basis of the above research, combines with the actual situation of ethnic autonomous areas of Yunnan, analyses the financial exclusion governance path from there aspects:creation of the external environment; cultivation of the market participants and innovation of financial product, and gives specific recommendations on financial exclusion governance policies in ethnic autonomous areas of Yunnan.
