Yunnan Ethnic Autonomous Regions "was Made County" Financial System Reform Risk Research

After2012， the " Province-Managing-County" Reform will be in full swing，this will be a challenge undoubtedly for the relatively backward economicdevelopment of Yunnan ethnic autonomous areas. Yunnan Province has a total ofeight ethnic autonomous prefectures in2009and29autonomous counties，autonomous region’s complex social contradictions， coupled with the unique naturalgeographical and cultural environment， increasing uncertainties in the reformprocess.Multi-ethnic autonomous regions and multi-ethnic county characteristicscaused by structural reform and conflict of Self-Government Act， in the case ofasymmetric information， the provincial government on ethnic relations， ethnicissues dealt with the adequacy， as well as new institutional reforms to bring nationalpolicies， regulatory changes the resulting policy impact in minority areas， coupledwith ethnic autonomous region itself involved in the mechanism is imperfect， andthe autonomous regions of local government management capacity constraints， theconstraints of the current financial distribution system on the economic and socialdevelopment in ethnic autonomous areas， a variety of exogenous factorsintertwined， and have a direct impact on the harmonious development of theautonomous region in the reform process at any time lead to the risk， it’s a test of theability of national autonomous areas for the provincial government departments inhandling emergencies.How to avoid and guard against possible the risk， andproactively take measures to prevent risks， rather than passive acceptance of risk isthe key to put the progress of reform smoothly of national regional， this also is theproblem must to be solved before the national regions spread out "theProvince-Managing-County" Reform. The paper starting from unique cultural，geographic， economic and social history of social ecology and the departure ofnatural conditions in ethnic autonomous of Yunnan.We study specifically on thepossible risks which ethnic autonomous of Yunnan will face in"theProvince-Managing-County" Reform， and reveals the mechanism of formation risk.For the the Reform risk of characteristics is difficult to quantify，we use theAnalytic Hierarchy Process (AHP) to assess risks of"the Province-Managing-County"Reform， establishing a national autonomous region reform risk index system， andassess the risk level faced by the Government of he Provincial-level，AutonomousPrefecture， the Autonomous County respectively.
