| Poverty eradication is an important problem that needs to be solved urgently in China’s economic and social development.In order to solve the problem of poverty,the Chinese government formulated and implemented the National 87 Poverty Alleviation Plan(1994-2000).In 2001,the Chinese government formulated the Outline of Poverty Alleviation and Development in Rural China(2001-2010);in 2002,the CPC explicitly issued the political oath of "building a well-off society in an all-round way" and "letting all the people share the fruits of reform and opening-up".Subsequently,the report of the 17 th National Congress of the Communist Party clearly put forward the goal of "basically eliminating absolute poverty" by 2020;the Decision of the Third Plenary Session of the 17 th Central Committee of the Communist Party of China on Several Major Issues in Promoting Rural Reform and Development,proposed to increase support for the development of old revolutionary areas,ethnic minority areas,border areas and poverty-stricken areas by 2020;and the 18 th National Congress of the Communist Party In 2000,we achieved the grand goal of building a well-off society in an all-round way.In November 2013,General Secretary Xi Jinping first put forward the concept of "precise poverty alleviation" when he inspected the work of poverty alleviation and development in Shibadong Village,Huayuan County,Hunan Province.China’s poverty alleviation has entered the sprint stage of gnawing hard bones and fighting hard villages.From November 27 to 28,2015,the Central Committee held a conference on poverty alleviation and development,and officially issued the Decision of the State Council of the Central Committee of the Communist Party of China on Winning the Strong Fight against Poverty.The report of the Nineteenth National Congress of the Communist Party of China clearly stated the goal of "resolutely winning the hard battle against poverty".In the process of precise poverty alleviation,the effect of poverty alleviation in frontier minority areas has become the most concerned issue of the Party and the state.It is directly related to whether the goal of building a well-off society in an all-round way can be achieved by 2020.The effect of poverty alleviation depends on whether the poverty alleviation workcan "help the real poor" or "really alleviate the poor".In this study,Cangshan Town,Yangyi Autonomous County,located in the southwestern frontier of China,was selected as a field site.By using the field method of ethnological participation observation and in-depth interviews,the causes of poverty in this area were analyzed at the practical level,the poverty alleviation measures in this area were sorted out,and the experience of poverty alleviation in this area was summarized.On this basis,the countermeasures and suggestions for consolidating the effectiveness of poverty alleviation in this area were put forward.In exploring and discussing how the central government’s poverty alleviation policy is implemented in ethnic minority areas? What experience is worth promoting and learning? How can we consolidate the achievements of poverty alleviation and realize the common prosperity and development of all ethnic groups in China?Based on a month-long field survey and a later visit to 839 poor households in Cangshan Township,this paper finds that Cangshan Town of Yangwei County,in response to the call of the Party and the state,has achieved a significant reduction in poverty rate through the poverty alleviation model of industrial development,micro-credit,labor export,relocation in other places,and social services,and has implemented the support put forward by General Secretary Xi.The "six precision" of holding objects,project arrangement,fund use,measures to the household,dispatching people according to villages,and poverty alleviation effect have important reference value for anti-poverty in border minority areas.At the same time,this study found that some problems in the current poverty alleviation work may lead to the phenomenon of poverty-free households returning to poverty.This paper also puts forward relevant countermeasures and suggestions in order to help consolidate the poverty alleviation achievements in Ethnic Border areas. |
