Study On Strengthening The Construction Of Socialist Ecological Civilization System With Chinese Characteristics In The New Era

Socialist ecological civilization with Chinese characteristics in the new era is an important part of the theory of Sinicization of Marxism formed in the process of China's modernization,and the theoretical expression of the ruling concept of the Communist Party of China.The Eighteenth National Congress of the Communist Party of China proposed to strengthen the construction of ecological civilization system as an important measure to govern the country and put it in an important position to comprehensively promote the overall layout of the "five in one" and the "four overall" strategic layout.The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China clearly proposed that we should speed up the establishment of a complete system of ecological civilization.The Fourth Plenary Session of the Eighteenth Central Committee of the Communist Party of China,put forward that the establishment of the legal system of ecological civilization.and be be accelerated by strict legal system to ensure the strategic deployment of the construction of ecological civilization.The Nineteenth National Congress of the Communist Party of China also put forward "Speeding up the reform of the ecological civilization system and building a beautiful China" in a special chapter,which marks that the construction of ecological civilization has entered a new stage of promoting it with the system construction.After the Eighteenth National Congress of the CPC,the CPC Central Committee and the State Council successively issued a series of major decision-making arrangements to promote the construction of ecological civilization system and achieved significant progress and positive results.Under the guidance of Xi Jinping's thought on socialism with Chinese characteristics in the new era,this paper comprehensively combs the domestic and foreign research of the construction of ecological civilization system,evaluates the previous Economics and Eco-Marxist Theory to draw the theoretical origin of the construction of ecological civilization system.On the basis of systematically combing the practical exploration and research results of socialist system construction with Chinese characteristics in the new era,the existing problems in the construction of socialist ecological civilization system with Chinese characteristics in the new era are analyzed from the aspects of the institutional implementation and participation.With the framework of "system-mechanism-institution",the reasons for the existing problems are also analyzed.Finally,some countermeasures are put forward,such as building consensus,straightening out the system,strengthening the guarantee mechanism of operation,perfecting the system content,and
