Development of a low carbon economy,energy saving and emission reduction have become the world cope with global warming,worsening environmental problems in important ways.China's economy has achieved remarkable achievements,but also paid a heavy environmental cost.How to develop a low-carbon economy,energy saving and emission reduction,has become a matter of common concern of the whole society.This paper attempts to implement energy-saving emission reduction based on low-carbon economy path analysis and empirical study on their emission reduction performance.From the point of view of a low-carbon economy discussion on coupling mechanism and development potential of China's energy saving and emission reduction,Major research in the following areas:Firstly,studies of status and trend about energy-saving emission reduction emission reduction based on low-carbon economy.Connotation,characteristic and analysis of low carbon economy and green economy,circular economy and ecological economic differences and connections,based on the present situation and problem analysis of China's energy saving and emission reduction,Further analysis of the low-carbon economy on the basis of energy conservation and emissions reduction,made under a low-carbon economy in China to implement energy-saving emission reduction steps and the road map.Secondly,studies on energy saving effect and coupling mechanism of low carbon.Implementation of energy conservation and emission reduction strategies with five low-carbon effects,and achieve five specific paths on the effects of measures,as well as implement the mechanism of low carbon,specifically includes power and transmission mechanism,incentive and incentive and restrictive mechanism.Thirdly,analysis of energy-saving emission reduction emission reduction potential based on low-carbon economy.Chapter structure for energy and carbon emission with two energy-saving emission reduction emission reduction analysis of key indicators,first through the creation of energy structure rationalization of 3E models,our 2002-2008 energy structure rationalization of effective measures and countermeasures on unreasonable aspects;Secondly the establishment of improved model of environmental load(IPAT),on carbon emissions targets in different scenarios to forecast.Fourthly,analysingof China's energy saving and the factors and path of emission reduction under the constraints of a low-carbon economy.Use of theoretical and empirical research methods,builda low-carbon economy,energy saving and emission reduction on the hierarchical model,systematic elaboration of China through the model factors influencing energy-saving emission reduction emission reduction based on low-carbon economy,with an emphasis on streamlining the hierarchical relationships between the factors.Fifthly,study on energy-saving and emission reduction emission reduction path based on low-carbon economy.We esign the theoretical path of energy saving,then build the theoretical models and assumptions of energy saving path.After that,we empirically test the theoretical path with structural equation model and energy saving paths which were industrial restructuring,energy structure optimization and technical innovation.We analysis the ways of realization and propose the measures.Sixthly,Study on performance evaluation of energy-saving and emission reduction emission reduction,based on the performance evaluation system of energy saving and emission reduction,we use SFA method based on parameter test 2001-2014 environmental constraints of the region as a whole,elements of China's energy efficiency;While introducing energy-generated pollution index,which measures in the development of our province's economy's impact on the environment.Then,analysis the performance of carbon emissions with decoupling analysis method,based on the first low-carbon pilot provinces.According to the emoirical data of 30 provinces,we evaluate the actual situation of China's energy conservation and emissions reduction by fuzzy synthetic evaluation method.Finally,Study on the energy saving and emission reduction strategies based on low-carbon economy.From adjusting the industrial structure,strengthen technology innovation,improve carbon tax and carbon market and build low-carbon consumption patterns and other areas set forth a low carbon energy-saving emission reduction emission reduction targets and its strategy.We hope that our research can provide new ideas and reference for the study of realization path of energy saving low-carbon economy and performance evaluation,as well as to further promote the effective implementation of energy saving work.
